Spanish Government is considering appealing against Catalonia's alternative vote on November 9

The Spanish Government announced on Friday that it has asked its legal services to analyse all the aspects of Catalonia's alternative vote of the 9th of November, which is replacing the original consultation vote that has already been banned by the Spanish authorities. 16 days before the consultation vote has to take place and 10 days after it was announced by the President of the Catalan Government, Artur Mas, the Spanish Executive is starting to pave the way for appealing against this new participatory process that asks Catalans their opinion about independence from Spain. On Friday, the Spanish Deputy Prime Minister, Soraya Sáenz de Santamaría, stated that Mas is pretending to replace "an illegal process for one that is even more antidemocratic". Therefore, it seems that after a few days hesitating whether or not to ban the new vote, the Spanish Government will probably appeal against it and make the Constitutional Court temporarily suspend it. In the last few days, Catalan political parties and civil society organisations have rebuilt their unity of action, which seemed broken during the time the Spanish Government was hesitating.

The Catalan Government is disclosing further organisation details of the alternative participatory process that will take place on the 9th of November, which is replacing the original consultation vote that was banned by Spanish authorities. The Catalan Minister for the Presidency, Francesc Homs, announced that 26,372 volunteers had already signed up on Monday afternoon to help in the organisation of the 9th of November's vote. 20,000 were initially required, but Homs announced that registration would remain open because "the greater amount of resources we have, the better". In addition, high-schools will be the 700 Catalan Government's venues that will host the 6,000 voting booths. In the small rural towns and villages without high-schools, the Catalan Government is talking with municipalities to find alternatives.

Main left-wing parties supporting previous consultation vote meet and ask for early elections

After the civil society demonstration that took place on Sunday asking for the rebuilding of the unity of action and calling early elections, there has been some confusion regarding the Catalan Government's announcement of a "pre-agreement" on "a technical" unity for the alternative participatory process on the 9th of November. In the morning the Catalan Government's Spokesperson, Francesc Homs, announced such a pre-agreement with the alternative left and radical independence CUP and was hoping the other parties would join it. The CUP refused such a pre-agreement. In addition, the left-wing Catalan independence party ERC and the Catalan green socialist and post-communist coalition ICV-EUiA met after knowing this announcement and asked for early elections. In addition, they said they will keep working for a shared proposal to strengthen the democratic guarantees for the new November 9.

Pro-independence civil society organisations back November's alternative consultation but demand early elections

The Catalan National Assembly (ANC) and Òmnium Cultural, which are the civil society associations that organised the massive pro-independence demonstrations in 2012, 2013 and 2014, have given their support to the alternative consultation vote proposed by the Catalan Government but on the condition of early elections taking place within the next three months. On Sunday, the ANC and Òmnium gathered 110,000 people (according to Barcelona local police) in Catalunya Square, three times more than the pro-Spanish-unity demonstration that took place in the same place a week earlier. In front of a pro-independence crowd, the two civil society organisations demanded unity of action from the parties supporting self-determination. They called for "a massive mobilisation" in the alternative participatory process of the 9th of November, being "the first round" of the early elections, which should become a 'de facto' referendum on independence.

Potential pro-independence coalition after Catalan elections turned into independence plebiscite

After the cancellation of the original consultation vote scheduled for the 9th of November, parties are preparing for hypothetical early elections, transformed into a de facto referendum on independence. The parliamentary stability alliance between the governing centre-right pro-Catalan State coalition CiU and the opposition left-wing Catalan independence party ERC is seriously damaged. This affects the approval of the Catalan Government's budget for 2015 and a potential electoral alliance in such a plebiscite on independence. CiU, formed by the Liberal CDC and the Christian-Democrat UDC, and social-democrat ERC were the three main parties within the pact for the consultation vote scheduled. As preparations for the 9th of November would have required breaking Spanish law, tensions between them were raised. After the pact was broken, there have been efforts to work together again on different fronts, while UDC is looking for new allies.

Trivialisation of Nazism by Spanish nationalists outrages German CDU and Catalan civil society

Comparing Catalonia's self-determination process with the Nazi regime has become one of the arguments the Spanish nationalists have used over the last two years, repeated in extreme-right television stations and even at the Spanish Parliament. Such an offensive comparison outrages most of Catalan society, for its total unfairness in describing a democratic process and for trivialising Nazism and the suffering of its victims. Now, the issue has reached the European Parliament, where the Spanish nationalist party UPyD sent a letter to all 751 MEPs comparing the situation in Catalonia with that of "Italy and Germany in the 1920s and 1930s". The CDU MEP Ingeborg Grässle was outraged by the letter and urged UPyD "to at least apologise". "Any politician in Germany would have immediately resigned", she added. Besides, civil society organisations in Barcelona have filed a complaint to the Public Prosecutor Office against dozens of calumnies against self-determination process and its comparison to Nazism.

Catalan President announces alternative vote on November 9 although early elections will be "the definitive referendum"

The President of the Catalan Government, Artur Mas, ruled out the consultation vote already called for the 9th of November and agreed upon among a majority of Catalan parties, in face of the opposition from the Spanish authorities. However, he announced an alternative "participatory process" on that same day, in which 20,000 volunteers throughout Catalonia will run the polling stations, located in Catalan Government venues, and people would register just before voting. Mas believes that this new vote does not openly challenge the Spanish authorities' ban, while it is an alternative way to vote on the 9th of November, as promised. However, he also admitted that such a process is not comparable to a proper referendum and stated that "the definitive referendum" would be early Catalan Parliament elections, where parties would transform it into a plebiscite on independence. The first reactions have been sceptical, both in Barcelona and Madrid.

Catalan Government rules out consultation vote as such but will propose an alternative for November 9

Parties supporting the self-determination vote scheduled for the 9th of November have met on Monday in Barcelona to discuss whether to carry on the consultation vote as is currently planned or to launch an alternative, in view of the total opposition from the Spanish authorities. According to two parties present at the meeting, the Catalan Government has ruled out the organisation of the consultation as it has been proposed by the decree that has been temporarily suspended by the Constitutional Court. Instead, the Catalan Government has proposed organising a “participatory process” on the same day, using the legislation that has not been suspended by the Spanish authorities. This alternative will be disclosed on Tuesday morning by the Catalan President, Artur Mas. The Spanish Government has already said it will also appeal against such an alternative. The left-wing Catalan independence party ERC has announced it will not back such an alternative and proposes a unilateral declaration of independence.

Unionists organised rally for 3rd consecutive year, but much smaller than pro-independence one

On Spain's National Day, the 12th of October, the unionist association called Catalan Civil Society (SCC) organised a massive demonstration against Catalonia's self-determination and independence in downtown Barcelona, which was backed by the People's Party (PP) – running the Spanish Government, the anti-Catalan nationalist party Ciutadans (C's) and the Spanish nationalist party UPyD. It is the 3rd consecutive year that a demonstration has been organised to support Spain's unity on the 12th of October in the Catalan capital.  As happened on the two other occasions, organisers failed to fill up Catalunya Square although they gathered thousands of people carrying Spanish and Catalan flags. According to Barcelona's Police, 38,000 participated in it, while according to the Catalan Police 1.8 million people participated in the rally for the consultation vote and independence a month ago.

FC Barcelona publicly supports Catalonia’s self-determination, following leading Catalan sportsmen

FC Barcelona has joined Catalonia’s National Alliance for Self-Determination, which groups together more than 3,000 organisations, such as chambers of commerce, employers’ associations, trade unions, political parties, NGOs, etc. The world famous sports club therefore backs Catalonia’s self-determination process and will participate in this group that works to push it forward. Furthermore, in the last few weeks leading Catalan sportsmen such as Xavi Hernández, Gerard Piqué, Pep Guardiola, Cesc Fàbregas, Pau Gasol, Marc Gasol, Aleix Espargaró and Pol Espargaró have given their explicit support to Catalonia’s right to hold a self-determination vote to decide on its own political future, regardless of whether they would vote for independence or not. In fact, only Guardiola has openly backed independence, although none of the others have specified being against it.

Citizen protest throughout Catalonia against Constitutional Court's suspension of November's vote

People massively and peacefully gathered in front of each town hall in Catalonia on Tuesday evening in order to protest against the decision to suspend the self-determination consultation vote made by the Constitutional Court the day before. Citizen protests have been organised in each of the 947 municipalities in Catalonia, despite the heavy rain in parts of the territory. In Barcelona, for instance, thousands of people carrying umbrellas filled up Sant Jaume Square, where the City Council is located. The demonstrations were organised by the civil society association that were behind the massive rallies of September 2012, 2013 and 2014, the Catalan National Assembly (ANC) and Òmnium Cultural. These grass-roots organisations are not giving up and launched their own campaign for November's vote.

Constitutional Court temporarily suspends Catalonia's self-determination consultation vote

The Constitutional Court has accepted the Spanish Government's two appeals filed on Monday against the 9th of November's self-determination vote decree and the Catalan Parliament's law on which it is based. This decision automatically means the temporary suspension of the law and the decree, a suspension which could be extended after 5 months should the Court not have yet reached a definitive verdict. In addition, it also suspends "the rest of actions" deriving from the law or the decree's implementation, including those taken "by third parties". The decision has been made in an urgent and non-scheduled plenary meeting, which was organised just 5 hours after the Spanish Government had filed the appeals. The Constitutional Court's plenary never meets on Mondays and its next meeting was scheduled for the 7th of October. The President of the Catalan Government, Artur Mas, has criticised "the supersonic speed" by which the Court has met. Mas asked this body to act as "the referee of all and not only of a part".

Catalonia to call self-determination vote on Saturday and Madrid to appeal it on Monday

The President of the Catalan Government, Artur Mas, will finally sign the decree calling the 9th of November's self-determination vote on Saturday, a week after the Catalan Parliament approved the Law on Consultation Votes with 80% support. Mas will sign the decree surrounded by most of the leaders from the parties supporting November's vote and after having received the explicit support from 92% of Catalonia's municipalities. Besides, the Spanish Government will hold an exceptional Cabinet meeting on Monday (instead of waiting until Friday) to approve the two appeals against the new Catalan law and decree. The appeals will be filed to the Constitutional Court, whose plenary has then to decide whether it accepts them or not. If the Court accepts the appeals, the law and the decree will be temporarily suspended. The next Court's plenary is on the 7th of October, but an extraordinary session could be organised this week.

Catalan President is waiting to call independence vote to weaken Spanish Government's veto strategy

The President of the Catalan Government, Artur Mas, is using his legal prerogatives to control the political tempo regarding the call of the 9th of November's self-determination consultation vote and therefore the Spanish Government's immediate appeal against it. As if it were a chess play, Mas' tactic seems to follow a strategy based on gathering as much institutional support as possible throughout Catalonia and on disturbing the Spanish Government's already-prepared veto actions. After an 80% of the Catalan Parliament approved on Friday the Law on Consultation Votes (the legal tool to call the independence vote), everybody anticipated that Mas would enter it into force early this week and that he would immediately call the aforementioned vote. However, the Catalan President is using the legal procedures to make the calendar suit his best interests.

The Internet has strengthened the Catalan independence movement

"Without a doubt the independence movement would never have been so successful without Web 2.0 technologies" says Scottish academic Kathryn Crameri. In the last few years support for independence in Catalonia has grown considerably, with around 50% of the Catalan population supporting the movement in 2014, compared to some 15% 10 years ago. In his new book, 'Sobirania.Cat', prominent Catalan journalist Saül Gordillo explains how this can be intrinsically linked to the steady rise of online activity in Catalonia, saying that the growth in the movement would be "unthinkable" without the Internet. Albert Royo, Secretary General of Catalonia's Public Diplomacy Council, explained why pro-independence activists are so reliant on the Internet. "The diplomatic channels of communication are being controlled by the Spanish Government", he said, and alternative channels had to be found.
