The Catalan Socialist Party breaks due to the self-determination vote

3 MPs of the Catalan Socialist Party (PSC) have voted ‘yes’ to the bill requesting the transfer of the powers to organise referendums to the Catalan Government, and have thereby gone against the party’s leadership. The PSC ran in the last elections proposing a legal self-determination vote this term. But the increasing tensions with the Spanish Socialist Party (PSOE) – to which the PSC is federated – made the party’s leadership run away from this promise. However, an important minority within the PSC is strongly against this move and continues defending Catalonia’s right to self-determination. Before this Thursday’s crucial vote at the Catalan Parliament, 6 of the PSC MPs (30% of the total) had publicly expressed their serious doubts about opposing the bill. Finally, 1 MP decided to resign from Parliament one day before the vote and 3 other MPs did not follow the party’s instructions and supported the bill.

Earthquake among the Catalan Socialists for the self-determination vote

The Mayor of Lleida, Angel Ros, announced he was quitting the Catalan Parliament since he rejects voting against self-determination on Thursday, as imposed by the leadership of the Catalan Socialist Party (PSC). 4 other MPs might break from the party lines as well and a 6th one - who had expressed serious doubts - finally announced he would follow the leadership instructions. They represent 30% of the PSC MPs, so their ‘rebellion’ is far from being an anecdote. In fact, the party leadership warned them they might even end up being expelled if they were breaking the ranks on this crucial vote. On Thursday, the Catalan Parliament will vote on an initiative asking the Spanish Parliament to transfer the powers to organise a referendum to the Catalan Government, following Article 150.2 of the Spanish Constitution. This formula – similar to the one used in Scotland – would enable the organisation of a legal self-determination referendum in Catalonia, something the PSC explicitly promised in the last elections but is now rejecting.

800 British skiers land at Lleida Airport to launch winter season

This Sunday, 800 tourists from the UK landed at Lleida-Alguaire Airport (Western Catalonia) to go skiing in the Pyrenees. The high number of English passengers is mostly due to the commitment of British tour operator Neilson Thomas Cook to the Catalan airport, which will run flights from Manchester, Southampton, Birmingham, Gatwick and Bristol. Until March, 20,000 skiers are expected to land in Lleida, along with 15,000 other visitors, to make the airport’s total number of passengers reach 35,000. Many of them will then cross the border to enjoy ski resorts in Andorra. According to the Catalan Government’s Delegate in the Lleida Province, Ramon Farré, these figures still show that “this airport is far from other airports in Spain which are not so successful”.

Rajoy to partially compensate Catalonia for the tax on bank deposits

The Spanish Prime Minister, Mariano Rajoy, has confirmed that “in theory” the Spanish Government will implement a tax on bank deposits in 2014 – taxing the global amount of deposits and not individual ones. The revenue from this tax will be transferred to the Autonomous Communities. Furthermore, Rajoy stated that he “is studying” the question of compensating the Catalan Government financially for not having allowed them to implement such a tax in 2013. Catalonia approved a tax on bank deposits for 2013 in December 2012, aiming to collect €500 million per year. However the Spanish Executive approved its own tax a few days later, but at a 0% rate, de facto cancelling Catalonia’s. Despite the fact that Madrid has been compensating Andalusia, Extremadura and the Canaries for the same tax, it refused to compensate the Catalan Government.

The first direct TGV connecting Barcelona and Paris on the 15th of December

The Spanish Government has finally set a date for the first direct High Speed Train between Barcelona and Paris. Passengers will no longer have to switch trains near the French border and a direct TGV will link Paris and Barcelona from the 15th of December. The journey will last 6 hours and 20 minutes, since there is no high-speed railway in the 200-kilometre stretch between Perpignan and Nîmes and trains circulate at a regular speed. The High-Speed railway between Nîmes and Montpellier should be operative by 2017, but the French Government announced last June that the construction of the 150 km between Montpellier and Perpignan would be delayed beyond 2030. The Catalan Executive as well as French and Catalan Euro MPs have requested the French Government to reconsider its decision after the EU has included the Mediterranean Railway Corridor among its 9 main transport priorities until 2020.

Lleida University leads an international study on efficient thermal storage

The University of Lleida (Western Catalonia) will be leading the INNOSTORAGE Project regarding efficient thermal storage. They will focus their study on improving energy-storing by using Phase Change Materials and their temperature changes. The project, which is financed by the European Commission, aims at reducing CO2 emissions and saving energy by finding new efficient energy-storing systems. Thanks to the Marie Curie International Research Staff Exchange Scheme (IRSES), INNOSTORAGE brings together searchers from Catalonia, France, Israel, the United-States, Australia, and New-Zealand.

Madrid admits incipient talks with Catalonia on the self-determination issue but rejects allowing a vote

The Spanish Deputy Prime Minister, Soraya Sáenz de Santamaría made it clear that “members of the Spanish Government” and “members of the Generalitat [Catalan Government]” have been holding meetings in the past few weeks, including the Spanish Prime Minister, Mariano Rajoy. “We inform about some of them and about others we do not, out of consideration for the delicate subject”, she stated. Sáenz de Santamaría insisted that talks were just starting; “we are in an incipient phase”, she stressed, “to acknowledge that channels for negotiation have to be found”. However, she totally rejected the main demand from a broad majority of Catalan society, for allowing a self-determination vote to take place in Catalonia. The Deputy PM did not want to disclose any part of the Spanish Government’s strategy on how to handle the issue. However, she praised the figure of the ‘number 2’ of the Centre Right Catalan Nationalist Coalition (CiU), Josep Antoni Duran i Lleida.

The Catalan Executive expects the Spanish establishment to make an offer regarding Catalonia’s self-government

In the last few days, there has been an attempt to build bridges between Catalonia and Spain, despite the visible increase of tension between the two governments. In public the Catalan and Spanish Executives are heading for a collision but at the same time discreet manoeuvres explore alternative ways out. This Tuesday, the ‘number 2’ of the Centre-Right Catalan Nationalist Coalition (CiU) – which runs the Catalan Government – Josep Antoni Duran I Lleida acknowledged that he met with the Spanish Prime Minister and leader of the People’s Party (PP) Mariano Rajoy on the 16th October. Besides, the Catalan President, Artur Mas, met on Friday with the Secretary General of the Spanish Socialist Party (PSOE) to talk about a constitutional change. Today, the Spokesperson of the Catalan Government, Francesc Homs, stated that Catalonia is waiting for an offer from the Spanish establishment. Although “there is no deadline” for this offer, the self-determination process will not be waiting for it, although if it arrives it will be studied.

German multinational GFT CEO, Ulrich Dietz: “Catalonia is one of our preferred places to invest”

The founder and CEO of technology company GFT announced that they will create 500 new jobs in Catalonia in the coming years. In an exclusive interview with the CNA, Ulrich Dietz, stated that he has “aggressive plans to increase the staff” in Greater Barcelona and Lleida. GFT  specialises in developing technological solutions for the banking and insurance sectors, with a turnover of €231 million in 2012. With several offices in Germany, the company is based in Stuttgart and is present in Brazil, France, Italy, Switzerland, Spain, US and UK. A quarter of GFT employees throughout the world are based in Catalonia. Most of them work in Greater Barcelona, which is the company’s “hub” for the European market. Dietz explained that he has plans to develop Lleida’s facilities, which currently employ 40 people, “significantly”.

The Christian-Democrats within the governing CiU propose a Catalan state within a Spanish Confederation

Josep Antoni Duran i Lleida, the leader of Unió Democràtica de Catalunya (UDC) – which is the Christian-Democrat party and smaller force within the two-party Centre-Right Catalan Nationalist Coalition (CiU) – insisted that he does not want independence from Spain, but a Catalan state within a Spanish Confederation. Duran – who is also CiU’s ‘number 2’ – has been proposing this formula for years. However, in the last few months and particularly on the occasion of the 400-kilometre human chain, Duran has emphasised his stance, while the larger party within CiU – the Liberal Convergència Democràtica de Catalunya (CDC) – was increasingly supporting independence. Nevertheless, Duran insisted that Catalonia must vote in a self-determination referendum, where he will defend a third way “between independence and submission”.

Severe floods in the north-western Catalan Pyrenees

The ice melting from the mountain tops and the heavy rain episodes of the last 24 hours have caused flooding of the Garonne, Noguera Pallaresa, Noguera de Cardós and other rivers in the mountain counties of the Val d’Aran, Pallars Sobirà, Alta Ribagorça and north of Pallars Jussà. More than 300 people have been evacuated from their homes in flooded or at risk areas. No victims or missing people have been reported, but material damage is considerable. Bridges have been swallowed by the waters and some roads have partially collapsed since the land beneath them has been swept away by the flood. Road access to the Val d’Aran County was closed as a precaution. Rain is expected to continue during the night and the reservoirs are overflowing because they have reached their maximum capacity.

The 19th Latin American Film Festival in Lleida showed 117 films from 14 different countries

The 19th edition of the Latin American Film Festival in Lleida ended last weekend after showing 117 films from 14 different countries. Argentine film director Gustavo Garzón’s movie 'Por un tiempo' (‘For a time’) had its world premiere while honorary awards were delivered to Spanish actor José Coronado and Mexican actor Damián Alcazar. 'Porcelain horse' (Mejor no hablar de ciertas cosas), directed by Ecuador’s Javier Andrade, won the Best Film Award. The budget for this year’s edition had been reduced by 24% and the Festival was forced to remove documentary and retrospective sections from the programme.

The number of extreme sport companies in the Lleida Pyrenees increases by 20%

The Pyrenees of Lleida are one of the main areas in Catalonia for adventure sports and the season officially kicks off this week, once the snow sports are about to end their season. Now begins the time for rafting, canyoning, horse-riding excursions, paragliding, mountain bike rides and hiking, which are among the most popular sports. In the last year, the number of companies working within these activities in the Province of Lleida has increased by 20%, reaching more than 200 enterprises. The sector has set the objective of reaching 625,000 services in 2013, similar to that of the last few years. However, they are concerned that the economic crisis and the VAT increase imposed by the Spanish Government might reduce the number of clients.

Catalan Montsec mountain range declared one of the world’s six Starlight Destinations for its clear sky

UNESCO has declared the Montsec mountain range, located in Western Catalonia, to be one of the world’s six Starlight Tourist Destinations for the excellent qualities of its night sky for astronomic observation. Only six spots in the world hold this distinction; three of them in Spain. The Starlight Foundation has plans for this distinction to be held by up to 15 spots at the most. The Montsec, located between the towns of Balaguer and Tremp, holds one of Southern Europe’s most important astronomic observatories: the Centre d'Observació de l'Univers, cooperating with the NASA. On the 21st of March, the diploma will be presented as well as some recommendations to keep the luminescent qualities and promote the area for astronomic tourism.

Animac, the International Animated Movie Exhibition of Catalonia, is ready to roll

The 17th edition of the International Animated Movie Exhibition of Catalonia, Animac, will take place once again in the Catalan city of Lleida, in western Catalonia. From the 28th of February to the 3rd of March, Lleida will become the capital city of international animated cinema once again, playing host to a large number of conferences, presentations, workshops and related activities about this entertainment industry. The exhibition’s program was announced in Barcelona at the CCCB, where the documentary maker Hanna Heilborn was invited to talk about her anti-slavery work ‘Slavar’. More than one hundred movies will be shown over five days in Lleida’s Animac.
