The Parliament Bureau has temporarily suspended the declaration that pro-independence forces ‘Junts Pel Sí’and CUP handed over on Tuesday to start the “disconnection process”from Spain. The decision comes in response to the request of two other groups represented in the Catalan Parliament, the second most voted list in the 27-S elections, anti-Catalan nationalism Ciutadans and the Catalan Socialist Party (PSC). The Catalan People’s Party (PPC) also supported the petition but didn’t present any formal request to stop the pro-independence forces’declaration, as they haven’t constituted themselves as a parliamentary group yet. In fact, it is necessary that all the forces in the Chamber are constituted as parliamentary groups, otherwise the Parliament’s Bureau won’t be able to listen to all the spokespersons and make a definitive decision on how to proceed with the declaration.

Cross-party list ‘Junts Pel Sí’ and radical left CUP, the two main forces supporting Catalonia’s independence in the Parliament, handed over an agreed declaration which establishes “the start of the process to create the independent Catalan State in the form of a Republic”. The document states that “the process of democratic disconnection won’t be subject to Spanish institutions’ decisions, particularly those from the Spanish Constitutional Court, which is regarded as discredited and without competences”. In fact, the declaration urges the new government to “obey exclusively those mandates produced” by the Parliament. The document considers it appropriate to start within a maximum of 30 days the processing of the laws for the constituent process, social security and the creation of a Catalan public tax office. The proposal will have to be voted on in an extraordinary plenary session to be held before the new president is instated.

The plenary session to constitute the new Catalan Parliament will be on the 26^th of October next. Current Catalan President, Artur Mas, having used up the maximum legal term for doing so, signed this Wednesday the decree which establishes the constitution of the new chamber. However, there are still some pending issues regarding the composition of the new Catalan Parliament. The negotiations between cross-party list 'Junts Pel Sí' and radical left pro-independence CUP regarding who will be President have yet to be concluded and the future composition of the Parliament's Bureau isn't clear either, as anti-Catalan nationalism Ciutadans, alternative-left coalition 'Catalunya Sí que es Pot', Catalan Socialist Party PSC and Catalan People's Party PPC demand that 'Junts Pel Sí' not have an absolute majority in the Bureau. 

Left wing pro-independence ERC has proposed former president of the Catalan National Assembly (ANC), Carme Forcadell, to be President of the Catalan Parliament. Forcadell, responsible for the massive rallies on Catalonia's National Day in 2012, 2013 and 2014, assured that she will try to make a Parliament "for everybody", referring to anti-Catalan nationalism Ciutadans, Catalan Socialist Party PSC and alternative left coalition 'Catalunya Sí que Es Pot'. "This is getting serious" stated 'Junts Pel Sí' top member Raül Romeva, who regarded Forcadell's candidacy as proof that the process "has already started". The agreement of cross-party list 'Junts Pel Sí' established that ERC would be in charge of choosing a candidate for President and Spokesperson of the Parliament, while liberal party CDC would designate the President of the Parliamentary group. 

Citizens all across Catalonia expressed their opposition to Catalonia's Supreme Court's decision to summons President Artur Mas, Catalan Minister for Education Irene Rigau and former vice-president Joana Ortega for organising the 9-N symbolic vote. This Tuesday, after Rigau and Ortega appeared before the court, thousands of people gathered together in front of their respective town halls, showing their support for the summonsed and declaring themselves guilty for participating in the 9-N consultation. The protests were organised by Alliance for the Right to Self-Determination of Catalonia ('Pacte Nacional pel Dret a Decidir'), a group of 1,500 institutions, political parties, trade unions, business organisations, professional associations, NGOs, cultural organisations and political pressure groups that support the celebration of a referendum in Catalonia. 

Two weeks after the 27-S Catalan elections, the debate on who will be the next President is still bogged down. Pro-independence unitary list ‘Junts Pel Sí’ (‘Together For Yes’), which won the elections but didn’t get an absolute majority, confirmed that Artur Mas was their candidate to run for President. However, radical left CUP have repeatedly stated that they won’t instate Mas as President, as an independent Catalonia needs a leader “who can’t be identified with cuts, corruption and privatisations”. “Now we are extremely focused on the content, the what, when, and how” stated CUP’s leader Antonio Baños, in an interview with 'Catalunya Ràdio'. Simultaneously, in another radio interview, ‘Junts Pel Sí’ lead member Raül Romeva assured that he “agrees with almost everything” regarding CUP’s roadmap towards independence and insisted that choosing a candidate to be President “is now secondary”.

196,062 Catalans abroad are registered to vote but only 14,781 could effectively do so in the 27-S Catalan elections. Too many agents involved in a complex and long process deprived them of exercising their democratic right. “The Spanish State can’t ignore such a violation of a basic and fundamental right” stated the Catalan Minister for Public Administration, Meritxell Borràs, who lamented that nearly “7,000 votes that were sent on time couldn’t reach their destination”. On Wednesday the ballots that did arrive in Catalonia on time showed 63% of Catalans living abroad voted in support of independence. Although cross-party list ‘Junts Pel Sí’ (‘Together for Yes’) was the most voted, with 7,894 votes, it only maintains its 62 seats in the Catalan Parliament and still requires radical left pro-independence CUP in order to instate Mas as President, which the radical party refuses to do. 

The winning coalition in the 27-S elections, pro-independence unitary list ‘Junts Pel Sí’ insisted that their candidate to run for President of the Catalan Government is Artur Mas. Mas himself stated that what matters now “is the roadmap”and not who is the candidate for President. He addressed this warning to radical left pro-independence CUP, which would bring an absolute majority for pro-independence forces in the Parliament if they join ‘Junts Pel Sí’ but whom refuse to instate Artur Mas as Catalan President. “Now we have a shared responsibility” assured Mas and highlighted that “the priority” was to know if the 72 MPS who favour independence would be able to work together.

The number of lists running for the 27-S Catalan elections is lower than the last time around in 2012; dropping from 79 candidacies to the 40 lists running this year. Moreover, there are many new candidacies that have been designed for the occasion according to the historic nature of the elections that will function as a ‘de facto’ plebiscite on independence. For the first time ever, new coalitions have been made and civil society organisations have entered the fray.

The cross-party ‘Junts Pel Sí’ (‘Together for Yes’) is a unitary list which gathers together, for the first time in history, members of Catalan civil society, such as the Catalan National Assembly (ANC) and Òmnium Cultural, and politicians from different ideological backgrounds that support independence. “What we are doing here is very strange but we are going through a very strange moment, extraordinary”, stated former Member of the European Parliament Raül Romeva, who tops the unitary list. “We have tried everything” to hold a self-determination vote, but using the parliamentary elections “is the last resort”, stated Catalan President Artur Mas, who comes fourth on the list.Their plan is to declare independence within 18 months of the 27-S elections “if the majority is there”, which many polls forecast it will be. “This is for real, we are ready to do it” stated Romeva and added that they are “aware of the risks but also very aware of the enormous opportunities”. 

Scientists of international recognition, such as oncologist Joan Massagué and assisted reproduction expert Anna Veiga, have shown their support for pro-independence unitary candidacy “Junts Pel Sí” (‘Together For Yes’). More than 10 professionals have signed a document entitled ‘A good opportunity for our science’ in which they assure that ‘Junts Pel Sí’ “is the best option to maintain the good work and the consensus achieved through many years” and will “increase the resources that science requires and provide the state structures to guarantee the consolidation and growth of the research system”. The text also describes Spain’s way of working in the scientific field as “old-fashioned”.

This year the electoral campaign for the upcoming 27th of September elections starts on the 11th of September, Catalonia’s National Day. In total 40 lists of candidates are running for the Catalan elections, 39 less than in the last elections in 2012, with many of the candidates being newcomers. This reduction in the number of candidacies is due to the creation of unitary lists made up by coalitions between different parties and even civil society organisations in order to have a wider representation in an election that is set to be a ‘de facto’ plebiscite on independence. 

The pro-independence unitary list ‘Junts Pel Sí’ gave details about its roadmap towards independence, which was first presented last week after a massive rally in Barcelona. The cross-party coalition brings together members of Catalan civil society and politicians from both right and left that favour independence, including Catalan President Artur Mas, who is fourth on the coalition’s candidate list. The Commissioner for National Transition, solicitor Carles Viver Pi-Sunyer, assured this Friday during the presentation that there won’t be any “leap into the void” as everything is planned “rigorously”. He also detailed the steps to follow after the 27^th of September elections and, if the results show clear support for Catalan independence, the last stage would be the composition of a Catalan Constitution.

Although the exact date is not yet clear, Spanish Prime Minister Mariano Rajoy has assured that he will hold Spanish elections “in December”, “once the general budget for next year is approved” as it “creates certainty and stability”, he added. In an interview with Cadena Cope Radio this Thursday, Rajoy also admitted that in the event that the conservative People’s Party, which he leads, does not gain an absolute majority in the upcoming elections it would be necessary “to find this majority with other parties”. Nevertheless, he highlighted that since 1977 it has always been the party that topped the polls which has ruled the Spanish Executive afterwards. The Spanish elections will be held after the 27-S Catalan elections and its result may influence the approach of the different parties and their proposals regarding Catalonia.
