Liberal party CDC headquarters have once again been searched by the Spanish Guardia Civil and the party's treasurer, Andreu Viloca, has been arrested. This Wednesday's actions are part of an ongoing investigation into alleged irregular financing of the party to find out whether companies paid a 3% commission to the CDC foundation in exchange for public contracts. In the first phase of the so-called operation 'Petrum', in July, Spanish police arrested Jordi Sumarroca, CEO of Teyco and son of one of the founders of CDC, Carles Sumarroca, and two other members of his family. The second phase already included a search of CDC headquarters. On Tuesday, the police also arrested 7 businessmen accused of having allegedly paid irregular commissions to the party in exchange for public contracts. Catalan President Artur Mas described these operations as "exaggerated" and assured that both CDC and the President himself are "big game targets" due to the pro-independence process in Catalonia.  

Spanish officers have searched the headquarters of the Catalan President’s Liberal Party CDC and those of the party’s foundation, CatDem. Investigators have also searched the local councils of Figueres, Lloret de Mar, Sant Celoni and Sant Cugat del Vallès, all towns in which the party is currently or has previously been in power. The searches are part of an ongoing investigation into alleged irregular financing of the party. The general coordinator of CDC, Josep Rull, denied the accusation of irregular financing, saying that all donations to the foundation CatDem have always been “legal and public”. In a press conference in Barcelona, Rull accused the Spanish government of trying to “influence” the electoral campaign. Catalonia is going to the polls on the 27th of September in what many consider a ‘de facto’ plebiscite on independence from Spain.

Nine people were arrested on Monday in an operation run by the Guardia Civil, which is investigating an alleged misappropriation of public funds regarding work on the construction of the Madrid-Barcelona-France High-Speed Train line in the Catalan capital. The Anti-corruption Public Prosecutor’s Office suspects that €6 million could have been diverted. The Guardia Civil has searched the Madrid and Barcelona offices of Adif, the public company run by the Spanish Government which is in charge of building and maintaining train infrastructure in Spain. In addition, they have also searched the headquarters of private construction companies, such as Isolux Corsan, which has its headquarters in Barcelona. The details of the investigation are secret and cannot be disclosed yet, following a judicial order.

The Spanish Minister for Justice allowed the legal procedure regarding the extradition to Argentina of two Franco torturers to continue. This decision occurred after a letter written by a group of MEPs, led by Catalan and Spanish representatives, had asked the Spanish Prime Minister Mariano Rajoy for the two men’s extradition. In their letter, the MEPs urged Spain to stop “hampering the progress of the Argentine justice”, which is currently investigating Franco crimes. Indeed a first unsuccessful request for the two men’s extradition had been made in 2010. Spanish High Court Judge Pablo Ruz is in charge of making the next move. For now, he has interrogated the two alleged torturers and confiscated their passports as a precautionary measure. However, there still are many steps to go before the extradition. In their letter to Rajoy, the MEPs had also demanded the repeal of the 1977 Spanish Amnesty Law which is used to prohibit Franco criminals from being prosecuted.

The Spanish National Police has allocated more than half of its recently graduated agents to be sent to Catalonia. Of the 418 that passed the police training this year, 231 are destined to work in Catalonia, a figure which represents 55% of the total. The Director General of the Spanish Police, Ignacio Cosidó, stated how these figures show that the force “has a strong willingness to remain in Catalonia”. He also added that the Spanish Government prioritises security within Catalonia. However, the Catalan Police, called the Mossos d’Esquadra, has the majority of police power in Catalonia, except customs control and the fight against international and organised crime. In the rest of Spain – except the Basque Country – Spanish Police does the majority of the police work.

María de los Llanos de Luna, from the People’s Party (PP), gave a diploma to a brotherhood of the ‘Divisón Azul’, a division of Spanish volunteers who fought in the Nazi army during the Second World War. De Luna is the top representative of the Spanish Government in Catalonia and she is known for her Spanish nationalism and anti-Catalan identity stance. The news has outraged the rest of the Catalan political parties, who have asked for her immediate resignation. Furthermore, the 12 members of the brotherhood which received the diploma were wearing the Falange uniform, which was the only party allowed during Franco’s Fascist dictatorship. Neither the PP nor the Spanish Government have commented on the news or the resignation demands.

The ALDE and the Greens/EFA consider the statements made by Alejo Vidal-Quadras, Vice-President of the European Parliament and member of the People’s Party (PP), to be “a scandal”. Last week, three Catalan MEPs asked the EP President, Martin Schulz, either to push Vidal-Quadras to apologise or to adopt disciplinary measures against him. Schulz appealed to freedom of expression and said that Catalan voters should judge Vidal-Quadras, elected from a closed party list in a single Spanish constituency. Guy Verhofstadt (ALDE) and Daniel Cohn-Bendit (Greens/EFA) reject Schulz’s cold answer and ask for “a formal debate” on the issue. Now, Vidal-Quadras says he was being “ironical”.

Members of the European Parliament from Catalan parties have asked the European Commission “if it would suspend Spain’s rights as a Member State of the European Council in the case that force was used against the decisions of the Catalan Parliament”. They have also asked the President of the European Parliament (EP) “to adopt measures if Vidal-Quadras does not publicly apologise”. The Vice-President of the EP, the Catalan Alejo Vidal-Quadras, famous for his Spanish nationalist stance, said yesterday that the Spanish Government should “suspend Catalonia’s autonomy” and “send a general to lead the Guardia Civil” in order to take control. In the past few days, Spanish nationalists and retired army members have threatened a military intervention if Catalonia insists in its self-determination process.

The Catalan Government and the Guardia Civil release 500 kilograms of eels – ten times more than in a regular year – seized from traffickers that wanted to export them to Asia, where this species is extremely coveted and where approximately 1300 euros is paid per kilo, way above the average prices that are paid in Europe

Despite initial fears of violent incidents the European Central Bank’s Governing Council meeting has been held peacefully. 8,000 police officers guarded the event by literally occupying the city. Besides, the ‘indignados’ movement demobilized their forces, and no anti-system protests took place.
