A Professor at the prestigious Paris Institute of Political Studies (Science Po), Jean-Bernard Auby, has advocated for a temporary solution to keep Catalonia within the European Union if it reaches independence from Spain. This agreement should guarantee that Catalonia will not be excluded from the EU even if it does not immediately become a full-member. During a conference in Sciences Po Toulouse organised alongside the Public Diplomacy Council of Catalonia (Diplocat), Auby insisted that “Catalonia and the Catalans are part of the EU” and for this reason, if they become independent “one shouldn’t, in a mechanical way, impose on them to go through the procedures we impose on those who are complete outsiders”. The conference ‘The right to self-determination of Catalonia. Legality and democratic legitimacy’ is part of a series of debates on the right to self-determination, organised by the Diplocat and scheduled in prestigious universities throughout Europe.

Le Corbusier, one of the key figures of twentieth-century architecture, was more than a mere creator of buildings. His ideas on urban planning, furniture design and his innovative blending of architecture within the surrounding landscape are an integral part of his unconventional work. Such different creative facets of the artist are at the core of the exhibition “Le Corbusier. An atlas of modern landscapes”, held at Barcelona’s CaixaForum from the 29^th of January to the 11^th of May. The exhibition, the largest dedicated to the artist in the past 25 years, displays 215 objects from the MoMA and the ‘Fondation Le Corbusier’, which stress the extent of his contribution to international architecture.

The Catalan business community is deeply annoyed with the Spanish Government for not publishing transparent data on Catalonia’s fiscal contribution to the rest of Spain and therefore not recognising the fiscal deficit. The Spanish Finance Minister, Cristóbal Montoro, was supposed to issue the so-called fiscal balances last December but their publication was inexplicably delayed. Last Friday, in late January, Montoro announced the fiscal balances would no longer be calculated and published in the present form; instead, he would publish in March the “regionalised public figures” stating the costs of public services per citizen because the fiscal balances were “incomplete and incoherent”. However, on Tuesday, the Minister recognised that they were “correct” but “wrongly used” to support Catalan independence claims.

The first prize of the 51^st Francesc Viñas International Singing Contest, which rewards young opera performers from all over the world, was awarded recently ex aequo to Korean soprano Seyoung Park, aged 31, and Korean tenor Junghoon Kim, aged 25. British singer Anna Patalong won the second prize, while Peruvian Ximena Agurto came in third place. The award ceremony, which was held in Barcelona’s Liceu Theatre last weekend, included a concert with performances by all the winners conducted by internationally-renowned director Guerassim Voronkov and accompanied by the Liceu Symphonic Orchestra.

The Catalan Government accuses Madrid of continued “prejudices” since “appealing against” a measure “the very next minute” after it is announced “does not leave time to fully analyse it” and therefore “does not respect the rule of law”. A majority of Catalan parties is proposing a self-determination vote for the 9^th of November in accordance with the legal framework. There are 5 different ways to legally organise such a vote according to Constitutional experts. However, the Spanish Government is insisting that such a vote is illegal. The Spanish Justice Minister, Alberto Ruiz Gallardón stated on Tuesday: “if Mas [the Catalan President] signs a decree calling the consultation vote instead of [only] resigning himself to giving a statement, the very next minute, this decree will be taken to the Constitutional Court”. Furthermore, he added that “there is no doubt” that the vote “will be suspended” by the Court.

The Catalan Government Spokesperson, Francesc Homs, has ironically stated that the situation in Catalonia “must be the most international of political domestic issues in the wide world”, if the Spanish PM Mariano Rajoy is talking about it before the US President. Homs exclaimed: “every time, people say it is an internal issue and that it would be a mistake to treat it internationally, but Rajoy cannot stop talking about it in his public appearances”. Homs praised the international community for their silence on the Catalan issue, as they have likely been “pressured” by Spain to voice their disapproval. However, he did not directly refer to Barack Obama, who had avoided commenting on Catalonia’s potential independence at the White House press conference on Monday evening.

The Maison Européenne de la Photographie (MEP) in Paris will open on Wednesday, January, 15^th an exhibition entitled ‘Camouflages’, devoted to the renowned photographer Joan Fontcuberta . Thanks to 10 series of photographs, visitors will journey through the works of the Catalan artist, who was awarded the prestigious Hasselblad prize in 2013, considered as ‘the Photography Nobel Prize’. The jury had highlighted that Fontcuberta was “one of the most imaginative contemporary photographers” of our time. The exhibition, which will occupy three of the four floors of the MEP, explores the notions of ??camouflage, concealment, and disguise: camouflage of the artist, of photography, of reality, and of truth.

In 2013, in terms of occupancy rates, the town of Lloret de Mar (Costa Brava, north-eastern Catalonia), is the second tourist destination in Catalonia, behind Barcelona, and the fifth in Spain. According to data published by the Spanish Statistics Institute (INE), Lloret de Mar registered 4,989,836 overnight stays during 2013. Foreign tourists were an overwhelming majority, accounting for 4,310,537 of these stays. Besides, between January and December, the town surpassed one million tourists, with a majority of foreign visitors, from France (203,400 people) , Germany (124,000), Russia (107,600) and the United Kingdom (84,800).

The former Chief of Staff of the French Minister for European Affairs and current member of the Conseil d’État, Yves Gounin, argues that the independence of Catalonia, Scotland or Flanders would not cause their immediate expulsion from the European Union but neither would it result in their automatic inclusion. Gounin states that a political negotiation should be undertaken; it would be “the most realistic” approach, he says. Therefore, according to this study published in the journal Politique Étrangère, independence and EU membership should be negotiated at the same time and therefore the implementation of EU Treaties would not be interrupted at any moment. Gounin underlines that there are legal and political arguments to defend that an independent Catalonia or Scotland would not be expelled from the EU. It is in “everybody’s” interest, he highlighted.

The Catalan Government has finally approved a decree protecting families in need from having their household electricity and gas cut off by energy supply companies during the winter months. The measure aims to fight the so-called ‘energy povert’: people who cannot afford to pay for their energy bills because they do not get minimum income. This way, the Catalan Government ensures they can continue having heating and using their cooking devices during the coldest period of the year. Energy companies will not be able to cut off supplies to these families between November and March. Besides, the Catalan Government has also approved a temporary budget extension for the coming weeks, since the People’s  Party (PP) – which runs the Spanish Executive – has blocked the approval of the 2014 budget.

1 million passengers are expected to use the new direct High-Speed Train between Barcelona and Paris within a year. The Spanish Transport Minister Ana Pastor, her French counterpart Fréderic Cuvillier and the Catalan Minister for Planning and Sustainability Santi Vila, have described the High-Speed connection as a “milestone” that will further develop the bond between states and develop their economy. The very first direct train from Barcelona to Paris circulated last Sunday, connecting seventeen cities between the two states. Both Catalan and French ministers have stated they had taken measures to accelerate the construction of the Perpignan-Montpellier section, where trains are still circulating at a regular speed, making journeys significantly longer.

An enormous controversy has been raised around the academic symposium ‘Spain against Catalonia: An historical overview (1714-2014)’ that kicks off this Thursday in Barcelona. At the opening session, the Catalan Minister for the Presidency highlighted the “great affection” that Catalan people feel “towards Spanish society and its plurality and richness”, but not towards “the Spanish State and its institutions”. Furthermore he pointed out that the symposium does not aim “to impose anything”, but “to offer arguments” while “knowing that one single truth” does not exist. The event aims to reflect on the political, economic, social and cultural repression that the Spanish State has inflicted on Catalan people and institutions over the last 300 years. Prestigious university experts will give lectures on specific issues. However, the People’s Party, which runs the Spanish Government, and two other Spanish nationalist parties took actions aimed at cancelling the event.

With the title ‘Spain against Catalonia: an historical overview (1714-2014)’, this academic symposium aims to discuss the political, economic, social and cultural repression the Spanish State has carried out against Catalan institutions and people throughout the last 300 years. The event will offer more than 20 lectures given by prestigious university chairs. It is organised by Catalonia’s Science and Language Academy (IEC) and by the Centre of Contemporary History of Catalonia, which is linked to the Catalan Government. The symposium has raised controversy with its title. The People’s Party (PP), which runs the Spanish Government, has made cancelling the event a condition for holding a dialogue with the Catalan Executive. Furthermore, the PP, the anti-Catalan nationalism Ciutadans (C’s) and the Spanish nationalist and populist UPyD have filed a complaint against the symposium for “spreading hate”. Paradoxically, UPyD compared the symposium with “Nazism”.

The Spanish Government has finally set a date for the first direct High Speed Train between Barcelona and Paris. Passengers will no longer have to switch trains near the French border and a direct TGV will link Paris and Barcelona from the 15^th of December. The journey will last 6 hours and 20 minutes, since there is no high-speed railway in the 200-kilometre stretch between Perpignan and Nîmes and trains circulate at a regular speed. The High-Speed railway between Nîmes and Montpellier should be operative by 2017, but the French Government announced last June that the construction of the 150 km between Montpellier and Perpignan would be delayed beyond 2030. The Catalan Executive as well as French and Catalan Euro MPs have requested the French Government to reconsider its decision after the EU has included the Mediterranean Railway Corridor among its 9 main transport priorities until 2020.

In the last few days, there has been an attempt to build bridges between Catalonia and Spain, despite the visible increase of tension between the two governments. In public the Catalan and Spanish Executives are heading for a collision but at the same time discreet manoeuvres explore alternative ways out. This Tuesday, the ‘number 2’ of the Centre-Right Catalan Nationalist Coalition (CiU) – which runs the Catalan Government – Josep Antoni Duran I Lleida acknowledged that he met with the Spanish Prime Minister and leader of the People’s Party (PP) Mariano Rajoy on the 16^th October. Besides, the Catalan President, Artur Mas, met on Friday with the Secretary General of the Spanish Socialist Party (PSOE) to talk about a constitutional change. Today, the Spokesperson of the Catalan Government, Francesc Homs, stated that Catalonia is waiting for an offer from the Spanish establishment. Although “there is no deadline” for this offer, the self-determination process will not be waiting for it, although if it arrives it will be studied.
