According to a study by the Professional Association of Economists of Catalonia (Col·legi d’Economistes), an independent Catalonia would obtain a much better grade from rating agencies than it currently gets, taking into account its diversified economy and higher GDP per capita than the European average. Specifically, it would obtain an A+ rating, 7 levels higher than the current BB ‘junk bond’, using Standard&Poor’s classification. The study highlights that without the current fiscal deficit with the rest of Spain, the rating would be “at least” that of the Basque Country and would enable the Catalan Government to access the international financial markets. Catalan taxpayers pay much more to the Spanish Government than the amount they get back in terms of services and infrastructure; a fiscal deficit equivalent to between €13bn and €17.5bn per year.

The Catalan economy’s indicators are posting positive figures and the research department of the BBVA bank has reviewed its growth forecast for Catalonia for the current and the next years. According to the report issued on Thursday by the BBVA, the Catalan economy will grow by 1.3% in 2014 and by 1.8% in 2015, which are higher rates than those initially predicted. On top of this, 140,000 new jobs will be created in those two years, which represents a 4.3% employment growth. In addition, it puts an end to the negative trend that destroyed 17.3% of the existing jobs between 2008 and 2013. The BBVA also praises “the very significant effort” made by the Catalan Government to reduce public deficit in the last few years, although they will not be enough to meet the strict deficit objectives for 2014 and 2015, unilaterally imposed by the Spanish Government.

The President of the Catalan Government, Artur Mas, replied that “nobody believes” in the “apocalyptic” message sent by the Governor of the Bank of Spain, who was appointed by the current Spanish Government in 2012. Mas asked Luís María Linde for “caution” and “to serve the whole of Spain and do not take sides”. Linde stated in Madrid that “independence is unviable”. He argued that the European Central Bank only funds Member States and thus Catalonia would be “obliged to issue its own currency” and have “its own banking supervisor”. On the same day, the Spanish Finance Minister, Cristóbal Montoro, said that if Catalonia were independent it would have “to abandon the Euro” and this could even lead to putting the entire Eurozone at risk. However, in September the European Commission confirmed that an independent Catalonia could continue to use the Euro in different scenarios.

The President of the Catalan Government, Artur Mas, has travelled to Israel heading a delegation including businesspeople as well as the Mayor of Barcelona, Xavier Trias, and the Catalan Minister for the Economy, Andreu Mas-Colell, among others. On Tuesday Mas met Shimon Peres, President of Israel, and on Monday the Finance Minister, Yair Lapid, who is also the Chairman of Yesh Atid (the second-largest party in the Knesset) and ‘number 2’ in Benjamin Netanyahu’s Government. With Peres, Mas talked about a federal European Union and Catalonia’s process of building its own state. With Lapid, who is a clearly emerging figure in Israel’s political landscape, Mas talked strictly about economic matters. The Catalan delegation also signed several agreements regarding scientific research and visited the Holocaust Memorial as well as the Wailing Wall.

The Spanish Prime Minister, Mariano Rajoy, and the President of the Catalan Government, Artur Mas, shook hands at the entrance of the Economic Forum of the Western Mediterranean. Mas wanted to welcome all the event’s participants since the forum is held in a Catalan Government building and is co-organised by the European Institute of the Mediterranean (IEMed), which is mostly funded by the Catalan Executive. However, in protest against the Spanish Government’s veto to authorise him to deliver a short welcoming speech, Mas did not stay to listen to Rajoy’s opening speech. Later today, in the Catalan Parliament’s government control session, Mas stated that “there are no protocol problems, but protocol impositions that generate problems”.

The tension between the Spanish and the Catalan Executives is increasing. The Spanish Government refused to allow the President of the Catalan Government, Artur Mas, to deliver a short welcoming speech to the participants of the First Economic Forum of the Western Mediterranean. This event will take place in Barcelona on Wednesday, within the headquarters of the Union for the Mediterranean Secretariat (UFM), a building owned by the Catalan Government. It will bring together 10 Ministers of Foreign Affairs and it will be part of the 5+5 Dialogue, which is formed by 5 EU Member States and 5 North African countries. The Spanish PM, Mariano Rajoy, will chair the meeting and he only allowed Mas to come as a part of his delegation, Mas will be permitted to join the meeting but not to speak. In similar meetings, presidents of other Spanish Autonomous Communities, including Catalonia, have been allowed to address participants.

Willie Walsh, the CEO of IAG – the group formed by British Airways and Iberia, guaranteed that its subsidiary airline Vueling will continue having Barcelona El Prat Airport as its main base if Catalonia becomes an independent country and even if it is forced to abandon the European Union. “We will continue in Barcelona”, he emphasised on Tuesday in a meeting with press reporters from the Chinese city of Chengdu, according to an article published by Barcelona-based newspaper La Vanguardia. Walsh was in China as British Airways was unveiling a new route linking this city with London.

The Intermediterranean Commission of the Conference of Peripheral Maritime Regions of Europe organised its annual Plenary Assembly in Barcelona, since Catalonia currently holds the organisation’s presidency. This organisation brings together 45 regional governments from 9 different Mediterranean countries. For the first time, the Union for the Mediterranean – which brings the 27 European Union Member States and 16 countries from the Northern Africa, the Middle East and the Balkans together – signs a cooperation agreement with an organisation of regional governments. At the signing ceremony, political leaders asked the European Union to pay more attention to the South, as once it did with Eastern Europe.

The €6.6 million project will last for 6 years and will start in Egypt, Morocco and Tunisia. It aims to strengthen the training of logistics sector workers in 10 countries in the Southern Mediterranean area. During the project’s presentation in Barcelona, the European Commissioner for Enlargement and Neighbouring Policy, Stefan Füle, asked for a greater financial commitment from the 43 countries that are members of the Union for the Mediterranean (UfM). He lamented that “it is not healthy” that the European Commission continues to be the main funding source for the UfM. Three years after unveiling its permanent Secretariat in the Catalan capital, the UfM is starting its first projects.

The initiative targets 10,000 young women, studying at university and wanting to start their own business, from Morocco, Palestine, Jordan and Spain. The 'Young Women as Job Creators' project aims to create 400 new businesses. It is an initiative by the Union for the Mediterranean – whose headquarters are based in Barcelona – and the Association of Organisations of Mediterranean Businesswomen (AFAEMME). The project will run from May to November 2013 and it will be based on workshops and courses taught in universities from the four countries involved. The initiative has a budget of €300,000, paid by the Government of Norway, the Catalan multinational Gas Natural Fenosa, the Union for the Mediterranean and the European Investment Bank.

Barcelona-based Iranian writer, journalist and teacher, Nazanin Armanian, presents the second edition of her animal story book compilation. This book sets out some basic principles about the relationships between animals and human beings and can be seen as a starting point for comparing international relationships, especially between Iran, Middle Eastern countries and the West. Armanian graduated in Political Science at Universitat de Barcelona and is preparing her doctoral thesis in Philosophy. She talked to CNA about how humans relate to animals and the relationship between Iran, the Middle East and the West.

Martin Schulz, the President of the European Parliament, while in Barcelona, has asked for a greater involvement by the European Union and its members in the Union for the Mediterranean (UfM), which has its headquarters in the Catalan Capital. This institution was supposed to be essential in the EU’s foreign relations, building a Euro-Mediterranean cooperation space. However, the reality is that since it was founded in 2008 almost no projects have been developed and very few funds have been allocated. The Israel-Palestine conflict and the institutional instability of the Arab Spring are one cause of the paralysis of the UfM, but the lack of engagement of the European Union is also a contributing factor.

This cultural trade fair of Mediterranean shores’ traditions will reach its 15th edition, organised in the Central Catalonia city of Manresa in early November. The 15th edition will be held from November 8th to 11th. It is a market for music, theatre and dance professionals, with shows for all ages and held on stage or on the street. This year, 104 groups will perform in more than 250 shows. The Israeli singer Noa will offer a concert together with the Napolitan ensemble String Quarter. The Catalan Sardana orchestra, Cobla Sant Jordi, will play with the Flamenco guitarist Niño Josele. Also, the fair will have a meeting space for professionals.

The seven FC Barcelona players in Vicente del Bosque’s squad for Euro 2012 in Poland and Ukraine joined their team mates on Friday morning at the Ciudad del Fútbol de Las Rozas. Carles Puyol and David Villa, who are a regular feature of Spain line-ups, but are recovering from their respective injuries, visited the 23-man squad.
