Mas before the Court: "I'm the only one responsible for the 9-N consultation"

Catalan President, Artur Mas, appeared this Thursday before the court, after being summonsed by Catalonia's Supreme Court for organising the 9-N symbolic vote in 2014. "The success and international impact of the 9-N consultation is what motivated this lawsuit" he stated "this summons responds to the Spanish Government's anger rather than legal reasons". Mas arrived at Barcelona's Courthouse by foot and was joined by the 400 Catalan mayors from the Association of Municipalities for Independence (AMI) and the entire Catalan Government. Right in front of the Court, thousands of people displaying Catalan flags rallied around the President and openly showed their opposition to Catalonia's Supreme Court's decision to summons Mas, which has been regarded as a political decision. Mas appeared before the court two days after Catalan Minister for Education Irene Rigau and former vice-president Joana Ortega and right after attending the commemorative events for the 75th anniversary of President Companys' execution. 

Employers show “unconditional” support for Catalonia’s right to vote

All Catalonia’s employers’ associations, with the exception of ‘Foment del Treball’, and every chamber of commerce have united behind Catalonia’s right to vote and expressed on Thursday their wish to “unconditionally support” the result of the upcoming elections on the 27th of September. The president of the employers’ association CECOT, Antoni Abad, said that “the right to decide is a structural element of a democracy”, adding that “we must re-establish Spain or found a new state”. The businessmen handed a copy of ‘Manifest del Far’ - a document signed in 2014, in which they expressed their commitment to Catalonia’s process of sovereignty - to the President of the Catalan Parliament, Núria de Gispert. She thanked the employers for “such a necessary” event and emphasised that “the time of ambiguity is over”. 

Last 3 Catalan Parliament Presidents and coach Pep Guardiola to symbolically close pro-independence unitary list

The pro-independence cross-party list for the forthcoming 27 September Catalan elections, which will be transformed into a ‘de facto’ plebiscite on independence, will be symbolically closed by the last 3 Presidents of the Catalan Parliament and by the current Bayern Munich coach, Pep Guardiola. They will occupy the symbolic last 4 positions on the 85-name list for the Province of Barcelona, with one name for each of the 85 MPs aiming to be elected in this constituency, the main one of the 4 Catalan provinces. None of them stand a chance of being elected, as in order for one of them to earn a parliamentary seat citizens would have to vote almost exclusively for that particular list, which is very far from likely. However, their presence in the Junts pel Sí list (‘Together for the Yes’) is likely to be a magnet for attracting the support of a greater number voters. The candidature brings together the main civil society organisations supporting independence, Catalonia’s two largest parties right now and some other smaller political forces.

Christian-Democrat UDC, the smaller party within the governing CiU, shakes over independence debate

The leadership of the Christian-Democrat party UDC supports Catalonia's self-determination but it is against full independence; it supports the creation of a Catalan State with greater powers than it currently has while remaining within Spain, which should embrace its plurinational nature and become a confederal country. However, an important part of UDC's base does support independence and has been trying to force an open debate and consultation on it within the party, in order to set the official party stance on this issue. Currently, the leadership's vision represents UDC's traditional stance on this issue, but the party does not have an official stance on independence yet. This situation has provoked tensions within the small party but also with their allies for the last three-and-a-half decades, the Liberal party CDC, which is the largest force within the two-party coalition CiU that currently runs the Catalan Government. UDC announced an internal consultation on 14 June to fix the party's definitive stance on this debate. However, the leadership has presented a question that avoids independence; a formulation that has created quite some controversy among UDC members.

Supreme Court accepts prosecution of Catalan President for symbolic vote on independence

Catalonia’s Supreme Court (TSJC) has accepted all the criminal complaints filed against the President of the Catalan Government, Artur Mas, Vice President, Joana Ortega, and Catalan Education Minister, Irene Rigau, for having authorised the non-binding and symbolic vote on independence that took place on 9 November. However, it rejected all the complaints filed against other politicians and civil servants, such as mayors and school directors. The TSJC will finally launch a judicial investigation for “alleged disobedience” after charges were pressed by several individuals and organisations, including the Spanish Public Prosecution Office, whose Director is appointed by the Spanish Government. In fact, the official prosecution of members of the Catalan Executive by the Spanish authorities has been extremely controversial. Pro-independence civil society organisations are organising a solidarity campaign, through which individual citizens will plead guilty for participating in November’s vote. Meanwhile, the Catalan Government insisted they acted in the correct manner.

Catalan President to offer Spanish PM the opportunity for dialogue after November 9's vote

The President of the Catalan Government, Artur Mas, announced on Wednesday that next Monday he will send a letter to the Spanish Prime Minister, Mariano Rajoy, to assess November 9's participatory process and to offer a negotiation for organising a definitive referendum on independence. Mas made such an announcement the day after the Constitutional Court suspended November 9's vote and after the Catalan Government confirmed that the participatory process will still take place on Sunday. The Catalan President emphasised that November 9's vote "is not a referendum to declare independence" and he said that those making these declarations "are lying". Mas emphasised he has respected the suspension of the original consultation vote, launching a citizen participation process instead. "If such a process cannot be carried out in a normal way, then Spanish citizens should think about Spain's democratic quality", he concluded.

Spanish nationalist party UPyD files complaint against Catalan President for "disobedience"

In addition, the Spanish nationalist and populist partyUPyD compared Catalonia's self-determination process with Nazi Germany and Fascist Italy, in a letter sent to all the 751 Members of the European Parliament. Furthermore, it states that "defending democracy in Europe" means stopping Catalonia's "illegal referendum", thus denying the existence of a Catalan nation.  Furthermore, after the recent measures adopted by Catalan authorities to organise a non-binding consultation vote on independence, UPyD – with no representation in Catalonia – filed on Wednesday a judicial complaint at the Supreme Court against the President of the Catalan Government, Artur Mas, and most of the members of the Catalan Parliament's Bureau, including its President, Núria de Gispert. UPyD accuses all them of "disobedience" while Mas has also been accused of "an alleged prevarication offense", as well as of "usurpation of powers" and "embezzlement".

Catalan authorities appeal against the suspension of self-determination vote but stop direct preparations

The Catalan Government and Parliament will file allegations against the Constitutional Court's temporary suspension of the Law on Consultation Votes and the decree calling November's self-determination consultation vote. The temporary suspension was approved on Monday evening and entered into force this Tuesday morning. Despite the appeal against the Constitutional Court's action, the Catalan Government has decided to "temporarily" suspend the institutional campaign and direct preparations for the 9th of November's consultation vote on Catalonia's political future. The Spokesperson of the Catalan Government and Minister for the Presidency, Francesc Homs, explained that such a decision was made "to prevent public employees from being backed into a corner", as the Spanish authorities could persecute them.  The left-wing parties clearly supporting independence – ERC and CUP – want to disobey the Court's temporary verdict, but the governing and centre-right CiU as well as the greens and post-communists ICV-EUiA want to continue with the vote's preparations wherever legally possible. In addition, thousands of people are demonstrating in front of Catalonia's town halls against the Constitutional Court's decision.

Music, poetry and flowers to commemorate the 300 years since Catalonia's loss of its self-government

In 1714, Catalonia was defeated and loss its sovereignty, its self-government, its Constitution and its freedoms to an absolute king who imposed a harsh political, economic, social and cultural repression that was prolonged until the 1970s, only interrupted during a few isolated and short periods. Barcelona was one of the last cities to fall, but it was ultimately defeated on the 11th of September 1714, after a 14-month military siege. A few days after, all of Catalonia succumbed to the authority of the new dynasty, the Bourbons, who founded a Unitarian Spain, centralist and with an implacable homogenisation plan. Catalonia's National Day pays tribute to those defending Barcelona until the last day and aims to make citizens remember the loss of sovereignty and freedom. On the 300th anniversary of the defeat, and in the middle of the current self-determination process, the institutional celebrations were particularly symbolical and unique.

Extreme right organisation files a criminal complaint against Catalan President for sedition and rebellion

Manos Limpias, a Spanish extreme right-wing organisation, presented on Wednesday before Catalonia’ Hight Court (TSJC) a criminal complaint against the President of the Catalan Government, Artur Mas, for the charges of perverting the course of justice, disobeying judicial authority, rebellion and sedition. According to the plaintiffs, the Catalan President is using all means available to achieve Catalonia’s independence. The far-right union mentions the creation of new ‘state structures’, disobeying the Constitutional Court by giving statements that point towards holding a self-determination vote and violating the Spanish Constitution. In the complaint, Manos Limpias is demanding Mas to be interrogated as a suspect while several Catalan politicians would be witnesses.
