Xarxa, an initiative launched by Barcelona's City Council and the Catalan Government in July 2011 to combat petty theft on Barcelona's metro, has managed to reduce criminal activity by 34% in 3 years. Between June 2013 and June 2014, 17,156 robberies that took place in the underground rail network were reported by travellers. This represents a significant improvement from the 26,130 reported crimes in 2011, out of 389 million journeys that were taken on the metro that year.  This drop of criminal activity – mostly pickpocketing – has been due to the success of the combined pressure from the Catalan and Barcelonan local police forces, known as the Mossos d'Esquadra and Guàrdia Urbana respectively. Just 100 repeat offenders are responsible for the 4,417 arrests and 3,181 charges from pickpocketing on the Barcelona's metro. 18 of these criminals have been totally banned from entering the underground rail network.

On Sunday evening, almost 6 months after having been kidnapped in Syria, Marc Marginedas, El Periódico de Catalunya’s war correspondent, arrived at Barcelona El Prat Airport in a plane of the Spanish Air Force. The journalist was “in good health”, according to the Spanish Government. Marginedas was able to cross the border between Syria and Turkey, where he boarded the plane after having been freed in the middle of the night on Saturday. He was welcomed back by his family, the Director of El Periódico, Enric Hernández, the Spanish Deputy Prime Minister, Soraya Sáenz de Santamaría, and the Spanish Executive’s Delegate in Catalonia, María de los Llanos de Luna. Catalan Ricard Garcia Vilanova and Andalusian Javier Espinosa are still in captivity in Syria; there are around 30 international reporters and 100 local journalists still held prisoner in the Arab country.

Freelance photojournalist Ricard Garcia has been kidnapped in the Syrian province of Raqqa together with El Mundo reporter Javier Espinosa by a group related to Al-Qaeda. On the 4^th September, the Catalan Marc Marginedas, reporter from El Periódico, was also kidnapped in Syria. Barcelona-born Garcia and Málaga-born Espinosa have been missing since the 16^th September near the Tal Abyad checkpoint. However, the news had not been announced until this Tuesday, when El Mundo published the information. They were kidnapped near the Turkish border together with 4 soldiers of Ahfad al Moustapha, one of the brigades of the Free Syrian Army, who were supposed to protect them. The 4 soldiers were released 12 days after they were taken away, but not the 2 journalists. Marginedas also remains in captivity.

The extensive Catalan Police operation against drug trafficking in Barcelona’s Zona Franca quarter and in Sant Adrià de Besós’ (North of Barcelona) ‘La Mina’ neighbourhood resulted in 33 arrests and 29 homes searched. With 300 police officers deployed from 7 different police areas, this operation was the largest-ever made by the Catalan Government’s police corps in terms of officers deployed. Catalan Minister for Home Affairs, Ramon Espadaler, stated that further arrests could still be announced in the following days. The investigation leading to this operation had begun in December 2012.

Barcelona-based publisher RBA has announced that Icelandic author Arnaldur Indridason (Reykjavik, 1961) has won the seventh edition of the Crime Novel RBA Prize for his forthcoming book ‘Shadow Channel’ (‘Skuggasund’ in Icelandic). The novel begins with the mysterious murder of an old man in the Icelandic capital, and then goes back in time to a series of crimes committed in 1944. Indridason is one of the most prominent authors of crime fiction and has already published six works with the RBA. His novels have been translated into 21 languages and the majority involve the protagonist Detective Erlendur Sveinsson. The prize for the winner of the award is €125,000.

The family of Montserrat Serra has confirmed to CNA the release of the two aid workers. The Catalan Montserrat Serra and Blanca Thiebaut, from Madrid, were working for Doctors Without Borders (MSF) and they were captured in the Ifo2 refugee camp of Dadaab in Kenya on the 13^th of October 2011. MSF has ensured the two workers are “in good health conditions and they are waiting to join their loved ones as soon as possible”. An MSF team is already assisting the two aid workers. It is believed that immediately after the capture Serra and Thiebault were moved to Somalia, where they have been kept prisoners since. During the 645-day ordeal, silence and caution has been imposed by the negotiators.

Xavier García Albiol, the Mayor of Badalona – Catalonia’s third largest city and attached to Barcelona – will go on trial accused of the felonies of provocation of hate, discrimination and violence as well as of collective provocative slander. In 2010, before the last municipal elections, García Albiol distributed leaflets that allegedly related Romanian immigrants to crime. During the electoral campaign, he mostly focused his speech on fighting crime and stopping “illegal immigration”. The campaign created a huge controversy in Catalonia and García Albiol was the most voted-for candidate, although with far from an absolute majority. He became the Mayor of Badalona and for the first time ever the People’s Party obtained the mayorship of one of Catalonia’s top 20 most populated cities.

During the Spanish Civil War, from 1936 to 1939, Franco’s rebels received military help from Italy among other countries. The Italian Legionary Air Force, based in Mallorca, was responsible for the aerial bombardment of the city of Barcelona from 16th March to 18th 1938, exactly 75 years ago. For three days, Italian aviation forces bombed civil targets and neighbourhoods and caused the death of approximately a thousand civilians. The bombing of the Catalan capital was one of the most lethal bombing missions of the Spanish Civil War. Barcelona High Court has ordered a full investigation on crimes against humanity.

The American crime fiction writer won the sixth RBA Prize worth €125,000 for his work ‘The Black Box’. The novel, which was the winner out of 217 entries, revolves around an unsolved murder that took place during the Los Angeles Riots 20 years ago. The main character uncovers that the murder was premeditated after finding a bullet linked to the crime and seeks the ‘black box’ needed to solve the case.

Police estimate that 150 pickpockets operate daily in the Catalan capital’s underground, smart phones being the main target. The way the pickpockets target their victims has changed, no longer operating in large groups meaning that they are more “discreet and difficult to stop”. The police report that pickpockets are mainly “recurrent” and mainly come from South America, North Africa and Romania. The situation is evolving in a positive way, with crime rates in Barcelona’s metro decreasing for the second consecutive year.

Lloret de Mar is one of the most popular tourist destinations along the Costa Brava yet some tourists themselves are tearing this beach resort apart. Clashes with police, particularly over the last month, have sparked calls for greater security and a crack-down on the drinking culture that has fostered in the town.

The group dedicated to robbing cars and possessions from unsuspecting drivers at the AP-7 highway has been disbanded by the Catalan police. 13 stolen cars have been recovered and more than 90 people responsible for these crimes arrested.

A pilot programme set up by the Catalan Police in one of Barcelona’s districts will enable tourists to report minor thefts on city streets from their hotels, without needing to go to a police station. The programme will be in place on a trial basis in July and August in 18 hotels. If successful, it could be applied to all Barcelona hotels.

Catalan Police assisted the investigation of an international criminal ring this week. The criminals were involved in money laundering and the financing of cannabis plantations. It is estimated that the group could have spent about 3 million buying properties in Catalonia’s Costa Brava.

In the Northern town of Catalonia, close to Girona, Pere Puig killed his employer and his employer’s son at a bar with a hunting riffle. Puig then left the bar and shot and killed 2 bank employees. The police arrested the man, who immediately confessed to the crimes. Puig had not been paid since May and was scheduled to be fired in the next few days. The Town Council met urgently and declared 3 days of mourning.
