Following the agreement reached last week between the President of the Catalan Government and leader of the governing centre-right pro-Catalan State coalition CiU, Artur Mas, and the President of the left-wing pro-independence party ERC, Oriol Junqueras, on calling early elections in September as a plebiscite on Catalonia’s independence from Spain, the Catalan Executive’s budget for 2015 is now closer to definitive approval. On Monday, the ERC MPs started to withdraw their full amendments to the different sections of the Catalan Government’s budget. Now, the ERC is asking the CiU and the Government to debate their specific amendments on precise programmes in order to have “a fairer budget” which is less regional and more that of a country in its “national transition”, they said.

The former European Commission’s Spokesperson for Economic Affairs during the Eurozone crisis, Amadeu Altafaj, is to become Catalonia’s Permanent Representative to the EU institutions. This position has been created as a way to increase the political weight of the already existing Catalan Government Delegation in Brussels in the middle of the debate about independence from Spain. Altafaj, who has also worked as Deputy Chief of Cabinet of the Commission’s Vice President for Economic and Monetary Affairs, Olli Rehn, since 2012, will now direct this delegation and become Catalonia’s voice in the EU institutions’ offices. On many occasions, Altafaj has been vocal about Catalonia’s self-determination, supporting it and emphasising that an independent Catalan State would be economically viable.

On Wednesday the Catalan Parliament passed two important bills. With 74% support, it has approved the Law of External Action and Relations with the EU. Only two parties voted against it, the Spanish nationalist People’s Party (PP) – which runs the Spanish Government – and Ciutadans (C’s). A third party, the alternative left and radical independence party CUP, abstained because it considered that the law was not “ambitious enough”. All the rest supported the bill, which mainly puts in order the existing bodies and mechanisms, although it also creates some new ones, in line with the Catalan Government’s powers in this area, recognized by the Catalan Statute of Autonomy. The other bill is the tax on Internet suppliers, which aims to fund the Catalan audiovisual sector, affected by Internet piracy. No party voted against it. The new tax aims to collect some €20.5 million per year and it is welcomed by the cinema industry, and rejected by the main Internet suppliers.

Catalan parties considered the non-binding participatory process to be "a total success" since it sends a strong message: in the near future Catalans want to hold a legal vote on independence. Around 2.25 million people gave their opinion in Sunday's participatory process in a peaceful way, in a symbolic vote without remarkable incidents. With 88% of ballot boxes counted, 81% of them voted for independence, according to figures gathered by the more than 40,000 volunteers and announced by the Catalan Government. An international delegation of observers considered the vote had "been conducted successfully" in "challenging circumstances". In fact, turnout cannot be compared to regular elections (when the total census reaches 5.4 million), since this Sunday's participation process is a non-binding way to gather opinions and it took place in difficult circumstances, with the Spanish Government's total opposition and even threatening attitude. Before knowing these results, the President of the Catalan Government, Artur Mas, asked the rest of the world for "help" in convincing the Spanish Government of organising a mutually agreed referendum. Pro-self-determination parties asked Madrid to negotiate while Spanish nationalist parties downplayed the vote and consider it "a fraud".

On Monday, Barcelona launched its term as first European Volunteering Capital, which will feature more than 30 events spread throughout the year, combining activities created especially for the occasion and traditional celebrations. Among the most noteworthy are the promotion of volunteering in schools and the creation of a mobile app connecting volunteers and organisations in need. The Catalan Minister for Social Welfare and Family, Neus Munté, and the Deputy Mayor of Barcelona, Joaquim Forn, stressed that volunteering has always been one of the defining features of the city. Furthermore, Munté announced that the Catalan Government had already completed the drafts for a future volunteering law and action plan.

The Public Diplomacy Council of Catalonia (Diplocat) has launched its first call for applications for ‘Grants for the International Projection of Catalan Civil Society Organisations’, designed to cover the participation costs of such organisations in international meetings. The grants will be managed by the Federation of Internationally Recognized Catalan Organisations (FOCIR) and applications can be submitted until the 27^th of March. The Secretary General of Diplocat, Albert Royo, detailed the call on Wednesday evening. He stressed that activities aimed towards international public opinion could have a significant impact on presenting Catalonia to the world.

The project ‘Persecuted and Saved’ will tell the story of how 80,000 WW2 refugees escaped persecution and death through the Pyrenees mountains into Catalonia. The Israel Ambassador in Spain, Alon Bar, and the CEO of EL-AL - the main Israeli airline, Walter Wasercier, have already taken a key interest in the project, aiming to promote the history of the 20,000 Jews that used the mountains to escape from the Holocaust and obtain their freedom. The project is based in the Province of Lleida, in western Catalonia, around various historical sites, including refugee camps and mountain pathways used by fleeing refugees.

The Public Diplomacy Council of Catalonia (Diplocat) has participated in a short observation mission in Costa Rica for the presidential and parliamentary elections which were held last Sunday. According to a press release, Diplocat deployed 8 electoral observation experts on the ground to visit 50 polling stations across Costa Rica. In their report, Diplocat congratulated the people of Costa Rica and the Elections Supreme Court for the peaceful and well-organised electoral process. However, they also uncovered the existence of inequalities between political parties during the campaign, especially regarding access to the media. By participating in such missions, Catalonia reasserts its commitment to promoting peace and strengthening democracy worldwide.  

On Tuesday, the Catalan Government approved the International Protection Plan of Catalonia, which aims to protect people forced to leave their country for being persecuted. It is the first time Catalonia has its own legal instrument to face the issue of asylum seekers, displaced people and human trafficking victims. This new tool establishes the principles, measures and funding schemes to host and offer protection to people who fled their country due to a grounded fear of persecution for reasons of race, religion, nationality, political opinion, membership of a social group, gender or sexual orientation. Among other things, the Plan encourages issuing new proposals to improve the legal status of these people, offer them better training, improve their reception, integration and participation.

The Catalan Government’s Advisory Council for the National Transition (CATN), formed of renowned independent experts, emphasised that Catalonia’s independence from Spain would not represent breaking their affective and historical bounds. Furthermore, they insisted on the need to continue and even to increase cooperation “based on a new principle of equality and mutual respect between both parties”. They have suggested different ways to cooperate, through different structures. For instance, they proposed the creation of the ‘Iberian Council’ bringing together Catalonia and Spain, as well as Portugal and Andorra if they wished to, which would mirror the Nordic Council or the Benelux. Furthermore, the CATN issued three other reports, including a detailed analysis of Catalonia’s tax agency.

FC Barcelona Foundation, the International Olympic Committee (IOC) and the Olympafrica Foundation signed an agreement on Wednesday to extend the ‘FutbolNet’ pilot project in 34 African countries. 100,000 African children will benefit from the project each year. The agreement extends the initiative until at least 2016, after an initial pilot experience that run from April to June 2013. It is the first time that the IOC has ever signed an alliance with a sports club’s foundation. The Olympafrica FutbolNet Cup is a series of football tournaments with values based on the methodology used by the FC Barcelona Foundation.

The Catalan club’s Board have approved the motion to extend the alliance with the UN body until the end of their term in office, which lasts until 2016. FC Barcelona has agreed, as it has done in recent years, to donate €1.5 million euros a year to joint projects with Unicef, which involve the promotion of education and sport among vulnerable children. Barça and the United Nations first joined forces in September 2006. The current deal was due to end in 2014. “We are very satisfied with this alliance”, stated the  Board Spokesman and Secretary, Toni Freixa.

The tension between the Spanish and the Catalan Executives is increasing. The Spanish Government refused to allow the President of the Catalan Government, Artur Mas, to deliver a short welcoming speech to the participants of the First Economic Forum of the Western Mediterranean. This event will take place in Barcelona on Wednesday, within the headquarters of the Union for the Mediterranean Secretariat (UFM), a building owned by the Catalan Government. It will bring together 10 Ministers of Foreign Affairs and it will be part of the 5+5 Dialogue, which is formed by 5 EU Member States and 5 North African countries. The Spanish PM, Mariano Rajoy, will chair the meeting and he only allowed Mas to come as a part of his delegation, Mas will be permitted to join the meeting but not to speak. In similar meetings, presidents of other Spanish Autonomous Communities, including Catalonia, have been allowed to address participants.

Nils Schmid, Vice President of Baden-Württemberg and regional Minister for Finance and the Economy, said in an exclusive interview with the CNA that Catalans are the ones who have to decide whether they want to remain within Spain or to become independent. This process should “of course […] be based on a referendum”. The Leader of the Social-Democrats (SPD) in this state also added that his party is proposing to include the possibility of holding referendums at national level in Germany, which is currently not envisaged by the German Constitution. However, he “cannot imagine” an independence referendum for Baden-Württemberg. On other issues, Schmid pointed out that “fiscal consolidation is not enough” and has to come with “structural reforms” and policies to stimulate growth. He also welcomed Catalans who are going to Germany to find job opportunities.

Palestinian and Israeli children, some disabled, enjoyed a day they’ll never forget in front of a packed Tel Aviv’s Bloomfield Stadium with FC Barcelona. The second and final clinic in the Holy Land for the so-called ‘Peace Tour’ – before the Catalan team heads for Asia – was followed by a somewhat more intense training session than in Dura, in the West Bank. During Sunday evening’s clinic in Tel Aviv, Leo Messi was accompanied by Mohamad, a 17-year-old from Palestine, and Assael, a 19-year-old from Israel.
