The President of the Catalan Government, Artur Mas, said Wednesday that his June proposal for civil society groups to lead a unitary electoral list "does not at all break" the pact made in January between the CDC and ERC to run separately in the 27-S elections. The leader of the centre-right CDC argued that if civil society groups accept his proposal, civil society "won´t just invite the CDC and Mr. Mas" but "whomever they want" because the list would be "transversal". After Mas made these comments, the President of the centre-left ERC said if civil society groups drafted an electoral list excluding politicians altogether, the ERC would be the "first to accept" their proposal, as long as other independence parties also decide not to run for election. "We will never be an obstacle", Junqueras remarked.

The president of the Catalan National Assembly (ANC), Jordi Sánchez, guaranteed Thursday that the Assembly will "never" abandon its cross-platform cooperation, nor will it put any portion of its sovereignty to the side. "The day that the ANC defends one side will be the end of the ANC", he said during a press conference at the Born Cultural Centre. Sánchez, however, has asked that his words not be interpreted as a response to the proposal President Artur Mas launched this past Saturday. Mas called for a single, unitary list in favour of Catalan self-determination for the 27-S elections that included civil society organisations. Sánchez did warn that it is "difficult" to accept because there are widely divergent opinions in the internal debate. The Assembly will decide in the coming week how to respond to Artur Mas, and Sánchez pointed out that between "yes" and "no", they will seek other variants.

The leader of the alternative left and green coalition Barcelona en Comú, Ada Colau, has announced that she will attend the massive demonstration for independence scheduled for Catalonia's National Day (11 September). In 2014, the demonstration gathered more than 1.8 million people in Barcelona. Colau won the municipal elections 2 weeks ago and therefore is likely to become the next Mayor of the Catalan capital. Last week, she said she would not join the self-determination road map agreed between the centre-right pro-Catalan State coalition CiU and the left-wing independence party ERC because she refuses to reach agreements with the right-wing CiU. Pro-Spanish unity media started to speculate that she did not support Catalonia's self-determination process. This Monday Colau highlighted her commitment to the process and announced her will to contribute "to a constituent process that should allow for real sovereignty", expanding the current process' plurality.

The Parliament of Denmark approved on Tuesday a proposal debated a week ago requesting Spain and Catalonia to hold "a peaceful and democratic dialogue" on "the question of Catalonia's independence". The motion was approved in the end with the support of 6 of the 8 parliamentary groups and the abstention of the other two, resulting in 64 votes in favour, 41 abstentions and 0 votes against. There have been rumours suggesting that Spanish Government pressure was the reason why the main opposition party, the Liberal Venstre, abstained despite last week announcing its support. The other group which abstained was the extreme-right Danish People's Party (Dansk Folkeparti). The proposal is the answer the Danish Foreign Affairs Minister, Martin Lidegaard, from the Danish Social Liberal Party, gave to a question filed by an MP from the Red-Green Alliance, Nikolaj Villumsen.

Jordi Sánchez, the new President of the civil society organisation Catalan National Assembly (ANC), which co-organised the massive pro-independence rallies, has ruled out the possibility of unilaterally declaring independence the day after the next Catalan Parliament elections, should a clear majority of pro-independence parties win. These elections are presented by the Catalan Government and by the parties supporting independence as a ‘de facto’ plebiscite on this issue, since it is the only option left to hold a legal self-determination vote after the unilateral veto and no-to-everything attitude of the Spanish Government during the last two-and-a-half years. However, even though Sánchez completely supports such a plebiscite, he stated that a unilateral declaration of independence on the day after “would not be possible” and “it is not the road to take”. “I will not send signals about things I believe will not happen”, added Sánchez, who on Saturday was elected to lead the ANC.

7 of the 8 groups sitting in the Parliament of Denmark have supported on Tuesday evening "a peaceful and democratic dialogue between Catalonia and the Spanish Government in Madrid" to solve the current political conflict. For 45 minutes, the Danish Chamber debated Catalonia's right to self-determination, after Nikolaj Villumsen, an MP from the Red-Green Alliance (Enhedslisten) registered a question about this issue addressed to the Foreign Affairs Minister, Martin Lidegaard (from the Danish Social Liberal Party). Villumsen linked Catalonia's case to the peaceful resolution of conflicts within the European Union today through democratic referendums. All the parties sitting in the Parliament, except the extreme-right Danish People's Party (Dansk Folkeparti), supported the Minister's answer, which put Catalonia and Spain at an equal level. The debate was held this Tuesday, but the vote on the motion will take place next week.

Ciutadans (C’s), the anti-Catalan nationalism party that could become Spain’s third-largest party according to many polls, stated on Monday that they will do everything in their power to stop the next massive pro-independence demonstration in Barcelona from happening. Since 2012, every 11^th of September (which is Catalonia’s National Day), the main pro-independence civil society associations have organised a massive rally, such as the 400 km-long human chain spanning Catalonia from north to south in 2013 and the V-shaped demonstration occupying more than 11 km of Barcelona’s two main avenues in 2014. More than 1.5 million people participated in each of the demonstrations, which have always been peaceful and cheerful, claiming Catalonia’s right to self-determination. This year, another massive demonstration is planned, which is to occupy all of Meridiana Avenue, symbolically going from the Catalan Parliament to outside the city.

The political parties and the main civil society organisations that support Catalonia's independence from Spain have agreed that the Catalan Parliament will issue a formal declaration to start building a new state and launch a constituent process, which would be put to a citizen vote at a later stage, if they obtain a parliamentary majority in the September elections. They have been holding a series of talks over the past few weeks in order to agree on a road map that sets out the steps to follow in case pro-independence parties obtain an absolute majority in the next Catalan Parliament elections. These elections have been called early and are being presented as a 'de facto' referendum on independence by the parties supporting this option, since they are the only way to hold a legal vote on this issue after years of the Spanish Government's unilateral blocking attitude.

Barcelona High Court judge Santiago Vidal, along with a team of other law experts, has presented a proposal for a future Catalan Constitution in the event of independence with the aim to steer debate. The draft includes 97 articles according to which Catalonia would become a parliamentary republic with no army. However, this proposal can be changed as a webpage has been created through which citizens can table amendments online. Along with this draft, two other constitution projects have been presented: ‘constitucio.cat’ created by a team of Catalan law experts living abroad, and another constitution draft presented by ‘Lawyers for independence’ from the National Assembly of Catalonia (ANC). Spain’s Judicial Power Council (CGPJ) has called for the expulsion of Santiago Vidal from the Judiciary for his pro-independence initiatives.

The document will be sent to the United Nations, the European Parliament, the European Commission, the Council of Europe and the Organization for Security and Co-operation in Europe (OSCE). The Spanish Government “violates the Catalan people’s right to decide its own political future and bans the exercise of democracy through a referendum or an internationally standardised consultation vote”, reads the complaint, signed by 1,386,628 citizens and 3,703 elected representatives such as mayors and MPs. They complain about the “Spanish Government’s anti-democratic attitude”, which ignored an electoral mandate from 2012 to hold a legal and binding self-determination vote in Catalonia, among other facts. The signatures were collected during the symbolic vote on independence held on 9 November by the civil society organisations Catalan National Assembly (ANC) and Òmnium Cultural, as well as by the Association of Municipalities for Independence (AMI). 

The President of the Catalan Government, Artur Mas, has announced early elections to be held on the 27^th of September this year, which will become a ‘de facto’ referendum on independence from Spain. Before then, the Catalan Government and Parliament will continue to develop some basic state structures, such as Catalonia’s own tax administration and Social Security system. The governing centre-right pro-Catalan State coalition CiU and the opposition left-wing pro-independence party ERC have now “rebuilt” their parliamentary stability pact for the current term after weeks of public disagreements and confusion over the next steps of the self-determination process. After a long meeting on Wednesday evening between Mas, the ERC’s President Oriol Junqueras and representatives from the main civil society organisations supporting independence, they have also agreed on running separately but sharing the same road map to build an independent state from the day after the elections, if a majority of Catalans vote for this option. 

The President of the Catalan Government and leader of the centre-right pro-Catalan State coalition CiU, Artur Mas, has sent a letter to the President of the opposition left-wing pro-independence party ERC, Oriol Junqueras, in which he has proposed 3 different formulas for early elections being transformed into a ‘de facto’ referendum on independence from Spain. Mas and Junqueras disagree about whether to run together or separately, and also whether these elections should be to firstly negotiate independence with Spain and later ratify independence through a referendum, or to directly proclaim independence and draft a Constitution. On Friday, after weeks of negotiations between Mas, Junqueras and the main civil society organisations backing independence, the Catalan President is making a public move to unblock the current situation, which is discouraging many pro-independence supporters. 

Hundreds of citizens have pled guilty in solidarity with the President of the Catalan Government, Artur Mas, Vice President, Joana Ortega, and Catalan Minister for Education, Irene Rigau, who are being prosecuted by the Spanish authorities for having authorised and co-organised the symbolic vote on independence that took place on 9 November. On Tuesday morning, citizens queued to plead guilty in front of Catalonia’s Supreme Court. This comes a day after the Court launched a judicial investigation on the criminal complaints against three members of the Catalan Government filed by a few individuals, extreme-right organisations and the Spanish Public Prosecution Office, whose Director is directly appointed by the Spanish Government. The solidarity campaign is organised by the civil society association that organised the largest pro-independence rallies of the last 2 years, the Catalan National Assembly (ANC). Many leading politicians are also pleading guilty and all the parties in Catalonia, except the Spanish nationalist ones, have come out in protest against the penal prosecution of the Catalan Government on account of a political issue.

Early elections at the Catalan Parliament transformed into a ‘de facto’ referendum on independence is the only formula left to allow citizens to hold a self-determination vote. However, parties supporting self-determination, and particularly those supporting independence, do not share the same approach about how to ensure it will become a true plebiscite, nor on the exact steps that should follow if they were to win.  The President of the Catalan Government and leader of the centre-right pro-Catalan State coalition CiU, Artur Mas, wants to run through a broad single list grouping many ideologies together. However, left-wing parties are against this formula and want a debate on social issues and corruption. Both approaches pretend to be the one that guarantees the highest number of pro-independence votes. At present, parties and civil society organisations are holding intense talks to explore a consensual way out.

At 6pm, 2 hours before polling stations closed their doors, 1,977,531 people had peacefully cast their vote in the non-binding participatory process on independence, which was carried out with no remarkable incidents. Therefore it is very likely that the vote will go beyond the barrier of 2 million participants, which had been informally considered a few days ago the target figure for considering the vote to be a success. The census of Catalans aged 16 or older represents around 5.4 million people, but this participatory process is not a regular election, it has no legal effects, it is being run by volunteers and the Spanish Government has put manifold obstacles in its path , including last-minute pressures and veiled threats. In addition, a figure exceeding 2 million people already represents more participants than the massive pro-independence demonstration of the last Catalan National Day, when 1.8 million people formed an 11-km-long mosaic.
