Government to guarantee electronic referendum vote for those living abroad

Catalan Minister for Public Administration, Meritxell Borràs, assured that Catalans abroad will be able to vote electronically in the independence referendum, to take place next September. “If it is referred to in the referendum’s convening decree, the instrument will have to be there”, she said, in response to a parliamentarian question made by pro-independence radical left CUP MP, Benet Salellas. He urged the Government to make a “vehement” statement on the matter, since it has been a growing constant demand for those living abroad. During the 27-S Catalan elections in 2015, 21,771 Catalans abroad requested to vote, but only 14,781 ballots could finally be counted. Borràs considered it a “shame” and confirmed that the Government presented a bill to introduce electronic voting for Catalans abroad.

Government evades Spanish Court suspension and passes anti-eviction law

The Catalan bill oriented toward avoiding evictions and facilitating mediation when the families involved are at social risk has been modified in order to dodge the Spanish Constitutional Court (TC) suspension. The Catalan Government passed a new draft this Tuesday which aims to put to use the stockpile of empty apartments and guarantee the relocation of those families who can’t pay the rent. “The present text is legally impeccable” stated Catalan Minister for Public Administration and Housing, Meritxell Borràs. However, she admitted that the “Spanish Government is likely to put a spoke in our wheels”. The Government aims for the Parliament to pass the draft immediately, so that it can come into force this October. 

Electronic voting for Catalans abroad to be available “for the next elections”, Catalan Minister says

The Catalan Minister for Public Administrations Meritxell Borràs, stated that “in a matter of weeks” the Catalan Parliament will have a bill to “discuss and pass” electronic voting for Catalans abroad. “We just need the political will in order to make electronic voting become a reality for the next Catalan elections”, she stated during the 8th European Meeting of Catalan Communities, held between the 30th of September and the 2nd of October in London. During the last elections, only 7.5% of the nearly 200,000 Catalans living abroad and registered to vote were able to do so and 7,000 ballots that were sent on time weren’t able to reach their destination. “The vote abroad is an authentic odyssey”, said Borràs.  

Tax on empty flats levies €11.3 million to provide more social housing in Catalonia

In its first annual collection, a tax raised on banks and other financial institutions maintaining empty flats has generated €11.3 million. When it was first approved, the tax was only expected to raise €8 million. The revenue from the tax is a “very positive” first assessment according to Catalan Minister for Public Administration and Housing, Meritxell Borras. The revenue gained from taxing 198 institutions with flats that remained empty for two years or more will be used to purchase 260 properties for public housing in Catalonia. However, Borras is concerned that the tax will be “endangered” by potential interference by the government in state functions. 

Government to promote electronic voting from abroad within three months

The Government has announced that within three months it will promote a new plan of action to implement electronic voting. The plan of action includes tests for the novel system to be carried out before the end of the year, and the Government hopes for it to be implemented by the next Parliamentary elections. Catalan Minister for Public Administration Meritxell Borràs explained that the objective is to avoid a repetition of the “shame”of the elections held on the 27th of September, during which a large number of Catalans residing abroad who were registered to vote did not have their ballots counted, although the documents were mailed on time. While Borràs, noted that she has not yet communicated the decision to promote the electronic voting system with Madrid, she has no doubt that the plan of action will be met with “maximum collaboration”. 

New Catalan Government set to work

The members of the new Catalan executive took office this Thursday, more than three months after the 27th of September Catalan Elections resulted in the victory of pro-independence forces. Catalan President, Carles Puigdemont, called them to be “aware” of the citizens’ assignment “without renouncing anything”. ERC’s leader Oriol Junqueras has been designed to assume the Vice presidency and led the Department of Economy and Tax Office, one of the key areas of the new executive. Another novelty is the creation of the department for Foreign Affairs, which will be led by former MEP and ‘Junts Pel Sí’s top member, Raül Romeva.

Deadline for the vote abroad extended twice for 20-D Spanish Elections

Spaniards living abroad will have more time to vote in the 20-D Spanish Elections. Spain’s Electoral Roll Office has twice agreed to extend the deadline for the postal vote: first it was extended from the 12th of December to the 16th, and this Wednesday the Spanish bodyhas announced its extension to the 18th. The aim is to improve a system which was described as “an authentic odyssey” by the Catalan Minister for Public Administration Meritxell Borràs when more than 200,000 Catalans whom were registered to vote in the 27-S Catalan elections couldn’t ultimately do so. This decision to facilitate the vote for the 20-D Spanish Elections contrasts with the Spanish body’s failure to do so for those Catalans living abroad who repeatedly requested an extension of the deadline for voting in the 27-S Catalan elections. 

Catalan government denounces the obstacles to the vote abroad before Supreme Court

More than 7,000 catalans living abroad couldn’t exercise their democratic right to vote in the past 27-S elections. Catalan Minister for Public Administration, Mertixell Borràs accused Electoral Roll Office of “violating fundamental rights” by denying the government’s petition to extend the postal vote for those Catalans living abroad but contradictorily accepting to do so for soldiers and Catalans living in other parts of Spain.. “We warned that we won’t stand on the side lines and we haven’t” stated Borràs and announced that the Catalan Government presented an appeal to the Supreme Court to “assume responsabilities”. “It is clear that irregularities did happen in the months and weeks before the 27-S” and “someone must be held accountable, whether it is someone in the Postal Service, the Foreign Ministry, or the Electoral Roll office” she stated. “We have to make sure that this won’t happen again and that such an absurd situation won’t  go unpunished”. 

Only 7.5% of Catalans abroad voted in the 27-S elections

196,062 Catalans abroad are registered to vote but only 14,781 could effectively do so in the 27-S Catalan elections. Too many agents involved in a complex and long process deprived them of exercising their democratic right. “The Spanish State can’t ignore such a violation of a basic and fundamental right” stated the Catalan Minister for Public Administration, Meritxell Borràs, who lamented that nearly “7,000 votes that were sent on time couldn’t reach their destination”. On Wednesday the ballots that did arrive in Catalonia on time showed 63% of Catalans living abroad voted in support of independence. Although cross-party list ‘Junts Pel Sí’ (‘Together for Yes’) was the most voted, with 7,894 votes, it only maintains its 62 seats in the Catalan Parliament and still requires radical left pro-independence CUP in order to instate Mas as President, which the radical party refuses to do. 

 

Spain’s Electoral Roll Office won’t extend period to vote from abroad

The Catalan government admitted to being “very surprised” with the Electoral Roll Office’s decision, which it described as “contradictory”. The Spanish body agreed this Thursday to extend the postal vote but only for those who live in Spain, and not for those Catalans who live abroad. The Catalan Minister for Public Administration, Meritxell Borràs, claimed that the Electoral Roll Office is committed to “not facilitating” the vote of those who live abroad. According to the data, more people applied for a postal vote this year than in the last Catalan elections, in 2012. Compared to last time around, 4,000 more Catalans living abroad requested the postal vote on the 16th of September, the day before the deadline.
