Puigdemont: “We need more coordination with the CUP”

The Catalan President and radical left CUP held a two-hours long meeting on Friday to rebuild trust after the CUP’s veto to the 2016 budget in June kept their relations frozen. Carles Puigdemont said “more coordination” and a “better exchange of information” between the government and its main ally in the Catalan Parliament is needed in order to move forward in the independence process. “The government needs parliamentary stability to move forward in our disconnection road map”, he said in an exclusive interview with the CNA. The Catalan President, who is facing a confidence vote on the 28th of September, added that Catalonia needs a budget and that it would be “nonsense” to vote ‘yes’ to the confidence ballot and then rebuff the government budget.

The Catalan President warned Spanish politicians on Thursday that the political deadlock will continue as long as they refuse to engage in constructive talks with Catalonia and consider the possibility of a referendum. “It’s a catch-22”, he said a day after Spanish interim president Mariano Rajoy lost his confidence vote in the Spanish Parliament. Puigdemont stated that 36 out of 47 Catalan MPs, all except those from PP and Ciutadans, voted against Rajoy and will do so again on Friday, when a second ballot is expected. “Anyone aspiring to become Spanish president should recognise the reality in Catalonia”, he said, adding that without a solution in Catalonia there won’t be a stable government in Spain.

C’s foresees a bad result for pro-independence parties in 2017

The spokesman in the Catalan Parliament of the liberal and unionist party Ciutadans, Carlos Carrizosa, said in an interview with the CNA that voters in Catalonia will have to go to the polls next year because, according to him, the current government will collapse. “This very unstable government has the support of an unreliable and dangerous ally, the CUP, and it will not be able to survive beyond 2017. There will be elections and their result will worsen”, he stated. In September last year, Junts pel Sí and CUP together achieved 48% of the vote. According to Carrizosa, they won’t be able to improve this result in a new election, and this will mark the beginning of the end of the independence process. The Catalan government roadmap towards independence, led by President Carles Puigdemont, already foresees the call of an early constituent election next year.

Catalan Government spokeswoman warns CUP: “Confidence is non-negotiable”

The pressure radical left pro-independence CUP have put to meet with Catalan President, Carles Puigdemont, in order to tackle the vote of confidence he will submit himself to on the 28th of September hasn’t been well-received by the Catalan Government’s spokeswoman. According to Neus Muntéit is “inappropriate for CUP to set the pace and conditions of the vote of confidence” since “confidence is non-negotiable”. Muntémade this statement this Wednesday in an interview with RAC1 radio in relation to CUP’s demands to agree with President Puigdemont the next steps in the pro-independence roadmap before the vote of confidence and also before negotiating the budget bill for 2017. In this vein, Muntéaccused CUP of being responsible for the present ‘stand-by’ situation that the Catalan Government finds itself in, since the radical lefties refuse to pass the bill for 2016.

Radical left pro-independence CUP have insisted on the “need” to meet with Catalan President, Carles Puigdemont, before he submits to a vote of confidence, on the 28th of September. The Government’s partners aim to discuss the pro-independence roadmap first, which was ratified two weeks ago by the Catalan Parliament and suspended a few days afterwards by the Spanish Constitutional Court (TC). Regarding the debate on the budget for 2017, which became an essential point after CUP refused to pass the bill for 2016, the radical lefties insist that approval is not guaranteed and that the draft for 2017 will have to be designed according to the roadmap. “It would be nonsense if the bill for 2017 didn’t foresee an allocation for the unilateral referendum on independence”, CUP pointed out.

ERC urge Puigdemont to submit to vote of confidence before Catalonia’s National Day

Left-wing pro-independence ERC are pushing Catalan President, Carles Puigdemont, to advance the expected date for him to submit to a vote of confidence. Although the Catalan President has never specified the exact date of the vote, he has repeatedly referred to the second half of September. However, this Monday left-wing pro-independence ERC have called him to do it earlier and before the 11th of September, Catalonia’s National Day. According to ERC spokesman and MP in the Spanish Parliament, Joan Tardà, this will allow the citizens “to celebrate Catalonia’s National Day with optimism and confidence” since the vote of confidence in the Parliament “will be a great success”. Nevertheless, sources in the Government have told the CNA that Puigdemont doesn’t plan to change the scheduled date.

Puigdemont on Nice terrorist attack: “France’s mourning is also Catalonia’s”

The terrorist attack which killed 84 people on Thursday night in the French coastal city of Nice, while thousands were celebrating Bastille Day on the streets, has been responded to with international condolences. “Today we want to add Catalonia’s voice to those raised in many democratic countries, which respect freedom and religious and cultural diversity”, stated Catalan President, Carles Puigdemont and referred to Nice’s citizens as “neighbours and brothers”. “France’s mourning is also Catalonia’s”, he added and warned that the terrorists “won’t break [our] cohesion nor dispel the fraternity” towards the victims. Puigdemont’s statement came ahead of the one minute’s silence held on Barcelona’s Plaça Sant Jaume, the square between the Catalan Government’s headquarters and Barcelona’s City Hall.

Disagreement amongst main pro-independence parties on what Puigdemont vote of confidence will imply

The pro-independence parties in the Catalan Chamber, governing cross-party list ‘Junts Pel Sí’ and radical left CUP, have expressed their differences regarding the vote of confidence on Catalan President, Carles Puigdemont, which will be held in September. While ‘Junts Pel Sí’ consider voting in favour of Puigdemont’s presidency to imply backing the budget for 2017, CUP see things differently and stated that renewing the confidence in Puigdemont is part of the agreed pro-independence roadmap but not necessarily linked to the bill. The Catalan Government’s spokeswoman, Neus Munté, considers the budget an “indispensable tool” for the pro-independence roadmap to move forward.

‘Catalan Democratic Party’, the new CDC, defined as pro-independence

Liberal ‘Convergència’ (CDC) will be from now on named the ‘Catalan Democratic Party’. This is what 871 people voted for at this weekend’s 18th Congress of the party, while 657 opted for the other final option, the ‘Catalan National Party’. The aim of the Congress was to reinvent CDC, which ruled in Catalonia together with Christian Democrats ‘Unió’ for nearly 30 years, and adapt the party to “the new challenges ahead”. The ‘Catalan Democratic Party’ is defined as a pro-independence party instead of sovereigntist, which CDC used to be. Catalan President, Carles Puigdemont, celebrated that the new party “is at the Government’s, Parliament’s and Catalan society’s disposal” to help him achieve the task which he was entrusted with, that is to say putting Catalonia at the gates of independence.

CUP calls for summit to agree on terms of unilateral referendum on independence

Radical left pro-independence CUP have formally asked Catalan President, Carles Puigdemont, to convene a summit at Catalan Government headquarters in order to agree on the terms of a unilateral referendum on independence. This is CUP’s preferred formula, since in view of the last Spanish Election results, they consider ultimately holding a referendum in Catalonia agreed with the Spanish State to be no longer possible. CUP has suggested inviting to this summit all groups which are for holding a referendum, meaning pro-independence cross-party list ‘Junts Pel Sí’, alternative left alliance ‘Catalunya Sí que es Pot’ and also alternative left ‘En Comú Podem’, which is not represented in the Catalan Parliament but won the recent Spanish Elections in Catalonia. According to CUP, the unilateral referendum on independence should be “binding” and take place within a year.

Puigdemont calls for leaving Spain “as soon as possible”

Catalan President, Carles Puigdemont, called for “leaving” Spain “as soon as possible” and stated that Catalans “not only have to make a change of state but also a change of era” since what is currently going on in Spain “is proper of another era, one in black and white”. Puigdemont believes that Scotland could have “clear options” to win a new referendum on independence

Catalan President, Carles Puigdemont stated this Friday that Scotland will have “clear options” to win a second referendum on independence, as some Scottish who voted ‘no’ to independence in 2014 were afraid of being out of the EU if they separated from the United Kingdom. Now that the United Kingdom has voted for ‘Brexit’, this threat no longer exists. “Today they lost both; independence and remaining within the EU”, said Puigdemont, and assured that this should be something “to think about”. The possibility of holding a new consultation over independence in Scotland emerged this Friday, after Scotland’s First Minister, Nicola Sturgeon, admitted that a second referendum was “highly likely” to be held after the Scots voted to remain in the EU this Thursday in the EU referendum whereas the UK overall chose to leave.

CUP asks to “rebuild bridges”, Puigdemont is sceptical

The Catalan President, Carles Puigdemont, rebuffed on Thursday a request by the radical left-wing party CUP to “rebuild bridges” of trust after their veto of the 2016 draft budget bill. “The best bridges are those that you do not burn”, he said in a plenary session in the Catalan Parliament. The Catalan Government, led by the pro-independence coalition ‘Junts pel Sí’, expected the parliamentary support of the anti-capitalists following an agreement between the two parties in January that saw former Catalan President Artur Mas stepping aside and Puigdemont taking office. But CUP presented an amendment to the budget bill, the most important law of the parliamentary term, thus making it impossible for the Government to pass it. Following this, Puigdemont announced he will submit himself to a vote of confidence in September. CUP MP Mireia Boya said that the pro-independence forces should “rebuild bridges” from “today”, adding that the anti-capitalists feel “responsible but not guilty” for the current situation. Meanwhile, sources close to the Government suggested to the CNA that Puigdemont will use the summer to widen support for his government and depend less on CUP.

Puigdemont will submit to vote of confidence after this summer

CUP’s veto on the budget for 2016 has provoked not only the extension of the bill for 2015 but also other major political consequences. One of them is the vote of confidence that Catalan President, Carles Puigdemont, announced he will submit himself to. “I trusted you and I defended you until the end”stated Puigdemont, addressing radical left pro-independence CUP and added that the lefties “let down the hopes of millions of people”. Puigdemont considers the conditions which led to the agreement between the pro-independence forces after the 27-S elections to “have now changed”and therefore it will be up to the Parliament to decide whether to restore confidence in the current Government or call for new elections. “We can’t continue like this, we go nowhere with such a volatile basis”, he admitted.

Negotiations over draft budget for 2016 still stuck

The draft budget for 2016 presented by Catalan Vice President and Catalan Minister for Economy and Tax Office, Oriol Junqueras, doesn’t have enough support to be passed by the Parliament. Although Junqueras described the budget as “realistic”and “socially committed”, pro-independence radical left CUP considered it insufficient and still too “autonomic”, and claimed that the draft didn’t “reflect the pro-independence declaration proposal”approved by the Catalan Chamber on the 9th of November. Thus, CUP presented their veto and urged the Catalan Government to present a new draft which would include the anti-capitalists’ proposals, such as disobeying the deficit target imposed by the Spanish executive and carrying out a deeper reform of the tax system. Catalan President, Carles Puigdemont, warned that in order to “complete the task”and put Catalonia “at the gates of independence”the Parliament should at least be allowed to process the budget. This Friday, Puigdemont accused CUP of being “destroyers”if they continue to be carried along by “ideological prejudices”and maintain their veto on the bill.
