Catalan Parliament approves law to be used for self-determination consultation vote with 80% support

September 19, 2014 10:08 PM | ACN

The Law on Consultation Votes, which will be used to call the non-binding consultation vote on independence scheduled for the 9th of November, has been approved by 79% of the Catalan Parliament, with the only opposition being from Spanish nationalists People's Party (PP) and Ciutadans (C's). This bill was already foreseen in the 2006 Statute of Autonomy, Catalonia's main law after the Constitution, but it had not been approved yet. Now, once the law is published on Catalonia's Official Journal (DOGC), the Catalan President will immediately sign the Decree calling November's vote. The Spanish Government announced last week it already had two appeals ready to be filed to the Constitutional Court – even though the definitive law had not been approved yet. If the Constitutional Court accepts the appeals, it will immediately suspend the Catalan Law and the Decree for a 5-month temporary period, which could be extended until it reaches a final decision.

Two-third majority of Catalan Parliament reaffirms its commitment with November 9 independence vote

September 17, 2014 09:59 PM | ACN

A two-third majority of the Catalan parliament has approved a motion supporting the self-determination consultation vote, scheduled on the 9th of November, which has to take place "with all the possible democratic and participation guarantees". With this resolution, parties have reaffirmed their commitment to carry out this vote, which will very likely be banned by the Spanish authorities in the coming days. The parliamentary text has been approved with the support of 89 MPs of the 133 representatives who voted (since 2 were ill), a 66.9% majority. The resolution has been approved with the votes of the governing centre-right pro-Catalan state coalition CiU (which brings Liberals and Christian-Democrats together), the left-wing Catalan independence party ERC, the Catalan green socialist and post-communist coalition ICV-EUiA and the alternative and radical independence party CUP, as well as with 3 votes from rebel MPs of the Catalan Socialist Party (PSC). The rest of the PSC, the People's Party (PP) and Ciutadans (C's) have opposed the motion.

Left-wing independence party ERC requests to join Catalan Government to protect self-determination vote

September 16, 2014 09:37 PM | ACN

The left-wing independence party ERC asked the Catalan President to join the Government "in order to protect the [self-determination] consultation vote" scheduled on the 9th of November. The Catalan President, Artur Mas, stated that they will talk about it in the coming days to strengthen the unity around November's vote. In addition, the Catalan Socialist party (PSC) also asked Mas to talk to them if the Constitutional Court ultimately bans the consultation vote. The People's Party (PP), which runs the Spanish Government, accused Mas of promoting "a soft dictatorship" in Catalonia. The green-socialist and post-communist coalition ICV stated they want a consultation vote with "credibility". The Spanish nationalist and populist C's said that Mas' time is finished and asked for early elections. Finally, the alternative left and radical independence party CUP advocated ignoring Spain's institutions and voting on the 9th of November by any means.

7,000 pro-Spanish unity supporters gather in Tarragona, former capital of the Roman province

September 11, 2014 10:23 PM | ACN

On Catalonia's National Day, the Spanish unity association Societat Civil Catalana (Catalan Civil Society, in English), organised a demonstration to protest against the self-determination process in Tarragona. It was a demonstration organised weeks ago as an answer to the massive pro-independence rally organised on the same day in Barcelona. The Tarragona demonstration gathered 7,000 people according to the local police and 3,500 according to the Catalan Police. It was backed by the People's Party (PP) – who runs the Spanish Government, the populist and Spanish nationalist parties C's and UPyD, and by leading members of the Spanish Socialist Party (PSOE), such as Carme Chacón. They chose this city because it used to be the capital of the Roman Empire's province of Hispania Citerior. The PP leader in Catalonia said that "the silent Catalonia is raising its voice". The leader of C's accused the parties supporting self-determination of "dividing Catalans".

Catalan President asks Spain to "listen to" Catalonia's "peaceful and democratic claim"

September 10, 2014 11:54 PM | ACN

In the institutional speech that the President of the Catalan Government makes each year the evening before Catalonia's National Day, Artur Mas asked the Spanish authorities to "listen to the peaceful and democratic claim" represented by Thursday's massive pro-independence rally. "Silencing the voice of a people that want to speak out is a mistake; denying the vote to those who see ballot boxes as the solution and not the problem is a double mistake", stated Mas. Before the institutional speech was broadcasted on TV, Mas attended the flower offering made to the mass graveyard where those who died defending Barcelona in the 14-month military siege were buried 300 years ago. In September 1714, Catalonia was defeated and lost its sovereignty, self-government institutions and its Constitution, and a long, harsh repression started. After the flower offering, a second ceremony started nearby, with music and poetry as the only ingredients.

Left-wing Catalan independence party ERC backs "civil disobedience" if self-determination vote is banned

September 10, 2014 09:28 AM | ACN

The President of the left-wing Catalan independence party ERC, Oriol Junqueras, stated on Tuesday that "the greatest expression of civil disobedience is voting when they prevent you from voting", referring to the ban that the Spanish Constitutional Court is likely to issue on the self-determination consultation vote scheduled on the 9th of November. Furthermore, Junqueras also stated that he is convinced that the Catalan President will call for the vote and "will put out the ballot boxes". He also added that the ERC could sit at the Catalan Executive if this action were to "fully protect the consultation vote". The Spanish Government is totally opposed to such a vote and has already announced that it will appeal to the Constitutional Court, which has a majority of its members directly appointed by the People's Party (PP). The Court already lost most of its legitimacy in 2010 when it trimmed the Catalan Statute of Autonomy.

The People's Party offer to form a grand coalition against Catalonia's independence is only accepted by UPyD

September 5, 2014 10:08 PM | ACN

On Friday, in Badalona (Greater Barcelona), the Secretary General of the PP, María Dolores de Cospedal, launched the idea to form a wide-spectrum coalition against secession in the next Catalan elections, which should unite all of the parties opposing independence from Spain. However, it has been rejected by the main parties which were targeted, and only the Spanish nationalist UPyD, which gets marginal results in Catalonia, has welcomed the initiative. According to Cospedal, this united list should bring together the PP (running the Spanish Government), UPyD, the Catalan Socialist Party (PSC), the anti-Catalan nationalism and populist C's, and the Christian-Democrat UDC, which is part of the two-party centre-right pro-Catalan state coalition CiU, which runs the Catalan Government. The PSC and UDC – which recognise Catalonia's right to self-determination - have totally rejected the idea. Even so, the PP's leader stated that "in Catalonia there is an undercover dictatorship", pushing for "a single way of thinking".

Opposition parties file two requests to launch parliamentary investigations into Pujol's fraud

September 3, 2014 09:58 PM | ACN

As it was announced on Tuesday, all the opposition parties except the Catalan Socialists (PSC) have filed requests to create investigation committees at the Catalan Parliament as a result of the fiscal fraud confessed by the former President of Catalonia, Jordi Pujol, and other offenses he or his entourage could have allegedly committed. Two requests were filed separately on Wednesday morning, one presented by left-wing parties supporting self-determination (ERC, ICV-EUiA and CUP) and the other presented by the two Spanish nationalist parties (PP and C's). The first one aims to check whether there have been cases of "fraud, fiscal evasion and political corruption […] in the context of Pujol's case" and "in the context of public-private contracts […] during the last decades". The second one aims to scrutinise "the existence of bank accounts in fiscal paradises owned by current or former officials of the Catalan Government, their illicit gain and/or the earning of illegal commissions".

Pujol accepts to give explanations to the Catalan Parliament but he will do it after the 22nd of September

September 2, 2014 08:27 PM | ACN

On Tuesday, as it was expected, the Catalan Parliament has approved to request that the former President of Catalonia, Jordi Pujol, provides the Chamber with further explanations about his family's fiscal fraud which he confessed to in late July. The request has been unanimously approved, including by the governing centre-right pro-Catalan State coalition CiU, which was led by Pujol for three decades. The former Catalan President has accepted to appear in front of the Parliament despite it not being "obligatory", as he noted down. However, he asked to do it after the 22nd of September "in order not to interfere" with the self-determination process and "the high political voltage events" of the coming days. The opposition parties supporting self-determination are angry with Pujol's delay and will ask for a parliamentary investigation committee to be launched.

Former Catalan President Jordi Pujol gives up all his benefits and will face a parliamentary committee

July 29, 2014 09:04 PM | ACN

The historical leader of conservative Catalan nationalism, Jordi Pujol, who chaired the Catalan Government between 1980 and 2003, has been forced to give up all his honorary titles, his pension and his office as former President due to the fiscal fraud to which he confessed on Friday. Furthermore, all the opposition parties demanded that Pujol provide further explanations to the Catalan Parliament. The veteran politician explained that he had kept a fortune in an Andorran bank since 1980, which was not reported to the tax authorities during almost 35 years. The confession arrived after two years of rumours and news regarding his family's fortune and after several of his sons faced judicial investigations for alleged fiscal offenses. The news shocked Catalonia's society since Pujol was a widely respected figure, regardless of individual ideology, and played a crucial role in Spanish and Catalan politics.

The Catalan bill on Consultation Votes passes its last-step-but-one with 80% of parliamentary support

July 17, 2014 01:10 AM | ACN

The future Law on Consultation Votes, which should enable the organisation of a self-determination vote in Catalonia on the 9th of November, has been approved by the parliamentary committee in charge of drafting it and sending to the plenary for the final approval in late September or early October. It has passed with the support from all the parties – including the Socialists (PSC) – except the Spanish nationalist People's Party (PP) and Ciutadans (C's), which only hold 20% of the Catalan Parliament's seats. Since the Spanish authorities are not authorising a binding referendum on independence, Catalonia is developing its own legal framework. This law was already foreseen in the Catalan Statute of Autonomy, which is Catalonia's main law and was approved by the Spanish Parliament and the Catalan people through a binding referendum in 2006.

European Lib-Dems contradict themselves and accept 2 Spanish parties opposed to Catalan self-determination

June 17, 2014 09:16 PM | ACN

Despite the fact that the International Liberal-Democrats explicitly recognised Catalonia's right to self-determination in their last congress in April, their group within the European Parliament (ALDE) has finally accepted 6 MEPs from the Spanish nationalist and populist parties Unión Progreso y Democracia (UPyD) and Ciutadans (C's), who totally oppose this principle. Desperately looking for seats in order to continue being the 3rd largest political group within the Euro-Chamber, the ALDE leadership proposed to accept the membership request from UPyD and C's, who would bring 4 and 2 MEPs respectively, despite the strong protests from the Catalan Liberal party CDC (which is part of the governing Convergencia i Unió coalition, CiU) and the Basque National Party (PNV). The members of the ALDE finally voted to accept UPyD and C's MEPs, but they also approved the creation of a sub-group defending Catalonia's self-determination.

Legal framework for $6 billion mega-casino and amusement resort BCN World approved

May 29, 2014 10:08 PM | ACN

The Catalan Parliament has finally approved the legal framework allowing the construction and the activities of the BCN World mega-resort, to be located next to PortAventura amusement park in the Costa Daurada. Now, the company Veremonte has the final green light to start construction, after it already had announced the first investors some months ago. Casino giant Melco, hotel brand Melià, US Hard Rock, Value Retail shopping malls and Investindustrial, which owns PortAventura, will participate in the $6 billion project. Furthermore, Ferrari announced it will build its first theme park in Europe there. BCN World involves 6 mega-casinos, large-size hotels, shopping malls, convention centres, theatres, golf courses, parks, a beach club, technology institutes and smart city developments.

Catalan Government feels “stronger” after the European elections and asks Rajoy to talk

May 27, 2014 11:43 PM | ACN

The Spokesperson for the Catalan Executive, Francesc Homs, today stated that the results of the European elections and the turnout increase in Catalonia make the ruling cabinet feel “stronger”. “It is clear that the political project managed [by the Catalan Government] has great support”, he said. The centre-right pro-Catalan state coalition Convergència i Unió (CiU), which runs the Executive, increased its support by 100,000 additional votes compared to the 2009 elections, although its percentage of the vote did drop slightly from 22.4% to 21.9% due to a higher turnout. Overall, parties supporting this November’s independence vote obtained more than 55% of the votes cast, while those totally opposed to self-determination lost out, receiving less than 16% of the votes. For this reason, Homs asked the Spanish PM, Mariano Rajoy, to start talking again about how to authorise a self-determination vote.

Left-Wing Catalan Independence Party ERC wins elections for the first time

May 26, 2014 01:37 AM | ACN

Parties supporting self-determination have won the European Parliament elections in Catalonia by a clear margin; elections which have seen turnout increase from 36.9% in 2009 to 47.4% this time around, spurred by the independence debate. The Left-Wing Catalan Independence Party (ERC) obtained 23.7% of the votes, whereas in 2009 it secured only 9.2%. The Centre-Right pro-Catalan State Coalition (CiU), which has been in government in Catalonia since 2010, has more or less kept the same percentage of the vote, going from 22.4% to 21.9%, despite austerity measures adopted in the past few years. Support for Spain's two main parties, the People's Party (PP) – currently in government – and the Socialists (PSOE), has plummeted in Catalonia.  The Catalan Socialist Party (PSC), part of the PSOE, retained only a third of its 2009 share of the vote, going from 36% to 14.3%. The PP now becomes the 5th most popular party, decreasing from 18% of the vote to 9.8%. Meanwhile, the Catalan Green Socialist and post-Communist Coalition (ICV-EUiA), which also supports self-determination, increased its percentage of the vote from 6% to 10.3%. The anti-Catalan nationalism and populist party Ciutadans (C's) also polled well, increasing its share of the vote from 0.3% to 6.3%.
