The Swedish Parliament’s Committee of European Affairs’ president, Carl Schlyter, stated that the fitting of an independent Catalonia into the EU “should not be used as an argument” nor “an excuse” in Catalonia’s independence debate. According to Schlyter, “Catalonia will for sure fulfil” all the criteria required to be part of the EU and added that “Spain will see the benefits of having good relationships with Catalonia, whatever Catalonia decides”. “Being angry with your neighbours is the worst strategy”, he emphasised. Schlyter made these statements during an event related to the 27-S elections, organised by the Public Diplomacy Council of Catalonia Diplocat, at the Swedish Parliament.

Roger Albinyana was invited to attend a meeting of the Commission of International Affairs of the Latin American country to discuss the independence process in Catalonia, the reasons behind it and what could happen after the 27th of September election. The Catalan Foreign Affairs Secretary appeared before the Commission, despite reported “pressure” from Spanish diplomats to cancel the event. The spokesperson for Liberal CDC in the Spanish Senate, Josep-Lluís Cleries, urged Spanish Minister José Manuel García-Margallo to clarify whether his embassy in Montevideo had tried to cancel the appearance. It’s the third time that a foreign country has convened a debate about the independence process in Catalonia, following similar events in Denmark and Ireland.

The Secretary General of the Diplocat, Albert Royo, expects the European Union and Spain to embark on discussions about Catalonia’s independence and its membership of the EU and the Eurozone if pro-independence groups win a “democratic mandate” in the next election, to be held on the 27th of September. During a conference at the Catalan Summer University in Prada, Royo warned that “it’s in no one’s interest” for Catalonia to be expelled from the EU. The diplomat emphasised that Catalonia represents 2.1% of the European GDP, “more than Finland or Greece”, so its expulsion could potentially lead to “the collapse of the euro”.

The Catalan self-determination process and the 27-S elections' plebiscitary character were debated on Tuesday afternoon in the Irish Parliament (Oireachtas). The session took place in Dublin's Leinster House, introduced by the Chairman of the Commission for European Affairs of the Irish Parliament, the Labour Party’s Dominic Hannigan. The Catalan Government’s Secretary for External Affairs, Roger Albinyana, and the Secretary-General of Diplocat, Albert Royo, spoke about the Catalan self-determination process to members of the Irish Congress (Dáil) and Senate (Seanad), representing the majority of the political parties. The session was also attended by the Catalan Government’s delegate to the United Kingdom and Ireland, Josep Suàrez Iborra.

7 of the 8 groups sitting in the Parliament of Denmark have supported on Tuesday evening "a peaceful and democratic dialogue between Catalonia and the Spanish Government in Madrid" to solve the current political conflict. For 45 minutes, the Danish Chamber debated Catalonia's right to self-determination, after Nikolaj Villumsen, an MP from the Red-Green Alliance (Enhedslisten) registered a question about this issue addressed to the Foreign Affairs Minister, Martin Lidegaard (from the Danish Social Liberal Party). Villumsen linked Catalonia's case to the peaceful resolution of conflicts within the European Union today through democratic referendums. All the parties sitting in the Parliament, except the extreme-right Danish People's Party (Dansk Folkeparti), supported the Minister's answer, which put Catalonia and Spain at an equal level. The debate was held this Tuesday, but the vote on the motion will take place next week.

The European Union will adopt a "pragmatic approach" and employ "common sense" in the case of an independent Catalonia or Scotland and would not work to expel them, according to experts gathered at a conference on self-determination on Friday at the prestigious Sciences Po University in Paris. At the conference, which was organised with the support of the Catalan public-private soft diplomacy council Diplocat, experts highlighted the importance of "international recognition" for the process of acceptance of an independent Catalonia within the EU. Graham Avery, member of the Brussels-based think tank European Policy Centre (EPC) and Honorary Director General of the European Commission, said that the EU "has no problem in accepting changes in the borders of states", but that it has never experienced a secession which would create "two new member states".

The Brussels-based Centre for European Policy Studies (CEPS) stated it cancelled a debate on the EU Membership of an independent Catalonia because they could not find a speaker arguing that Catalonia would be excluded from the EU. However, the Catalan Government and the Catalan Public Diplomacy Council (Diplocat) suspect the Spanish Government pressured the CEPS to cancel the debate, as it already tried to do with previous events. The Spanish Executive denied the accusations, which are also rejected by the CEPS. The event was organised weeks ago and was supposed to take place on Tuesday at 9.30am at the CEPS facilities, which is the most prestigious think tank in EU Affairs. It was "postponed" on Monday evening, just a few hours before it was due to start. A prestigious Constitutional expert, who advises the Catalan Government, Carles Viver i Pi-Sunyer, was supposed to present a report arguing that Catalonia would remain within the EU.

The University of Geneva hosted on Friday a debate on the future of Catalonia and the question of self-determination, in the first activity of the Public Diplomacy Council of Catalonia (Diplocat) in Switzerland. The event, organised by the Global Studies Institute of the University of Geneva in collaboration with the Swiss daily newspaper 'Le Temps', was attended by more than 150 people, who actively participated in the debate. Guest speakers included Francesc Homs, Catalan Minister for the Presidency Office and Spokesperson for the Government of Catalonia, Mercè Barceló, Chair of Constitutional Law at the Universitat Autònoma of Barcelona (UAB), and the Director of the Global Studies Institute, Nicolas Levrat.

On Thursday Universitetet i Oslo (UiO) hosted a round table debate with Norwegian and Catalan academics, journalists and economists to discuss the economic viability of an independent Catalonia and how it would fit into the European framework, whether in the European Union (EU) or the European Free Trade Area (EFTA). This debate was part of the conference 'Self-Determination Processes in the EU: the case of Catalonia', organised by the Public Diplomacy Council of Catalonia (Diplocat) together with the University of Oslo. The Diplocat – an organisation backed by the Catalan Government, universities, business associations, trade unions, FC Barcelona and other public and private institutions – is organising a series of debates in European and Spanish universities on Catalonia's self-determination demands.

The Public Diplomacy Council of Catalonia (DIPLOCAT) organized on Friday in Barcelona a conference on the Responsibility to Protect. This UN-backed principle claims that all countries have the responsibility to protect their citizens from human rights violations. The Executive Director of the World Federalist Movement-Institute for Global Policy, William Pace, argued that “the EU has in its DNA the responsibility to protect” and added that the attitude of the Catalan society is “also fundamental” in order to fight against “impunity for serious crimes”. The Secretary General of the DIPLOCAT, Albert Royo, said that “it is especially important” for Catalonia to “be able to explain which role it wants to play” in the international arena, now that is considering becoming an independent country.

Experts from academia and Catalan and Andalusian civil society held a debate on the right to self-determination in the University of Seville. This Friday, the Public Diplomacy Council of Catalonia (Diplocat), in cooperation with Seville’s Law Faculty, organised two round tables on the democratic and legal implications of a self-determination vote in Catalonia and the role played by civil society. Diplocat is the Catalan soft diplomacy network supported by the main public institutions, business associations and chambers of commerce. Diplocat’s Secretary General, Albert Royo, pointed out that 80% of Catalans would like to hold a self-determination vote and for this reason the soft diplomacy network organises events such as the one in Seville, in order to involve the Spanish society in the debate. Antonio Merchán, Dean of the Law Faculty, highlighted the importance “to talk” about it.

The University College London and the Public Diplomacy Council of Catalonia conference on “Self-Determination Processes in the EU” was attended by more than 100 people. Scholars and public figures discussed the Catalan and the Scottish cases in relation to the EU. Honorary Director-General of the European Commission and Oxford Professor Graham Avery stated that the EU “should not get in the way of the people in deciding their future” but he admitted the situation in Catalonia was “less clear” than in Scotland. Professor Emeritus at the University of Edinburgh David Edward said it all depended on Madrid’s decision to accept or to reject the outcome of a referendum.
