‘Cercle d’Economia’ call for a “legal and agreed” consultation if pro-independence forces win 27-S elections

The ‘Cercle d'Economia’, a Catalan economic forum open to businesspeople and academics, are in favour of a “legal and agreed” consultation if pro-independence groups have “clear” support in the 27-S elections. The forum, which is against a Unilateral Declaration of Independence (‘DUI’ in Catalan), stated that allowing the consultation is a “democratic principle” inherent in the Spanish Constitution. The Cercle d'Economia presented its views in an opinion piece which had to be redrafted since the first draft presented on Monday by the president of the organisation, Anton Costas, created differences between board members.

Party Review – PPC, the Catalan branch of the Conservative People’s Party

In the last Catalan elections, in 2012, the PPC got their best results ever, increasing from 18 to 19 seats in the 135-seat Catalan Parliament. The PP was already ruling the Spanish government by that time and its politics regarding Catalonia’s sovereignty were harsh and recentralising. For the upcoming 27-S elections the PPC has changed its candidate: Xavier García Albiol, former mayor of Badalona, the third city in Catalonia, substitutes Alicia Sánchez Camacho. Albiol represents the more extreme faction of the PPC and he has been accused of being xenophobic by his political opponents. He is openly against the independence of Catalonia: he thinks the process is “a romantic adventure led by Artur Mas” and he aims to stand up for those “millions of Catalans who don’t want to stop being Spanish”.

 

Belgian Parliament discusses Catalonia’s push for independence

The Catalan Foreign Affairs Secretary, Roger Albinyana,andthe Secretary-General of Diplocat, Albert Royo, appeared this Tuesday before 14 of the 17 members that compose the Belgian Parliament’s Committee on Foreign Affairs. Requested by the Commission’s president, the Flemish socialist Dirk Van Der Maelen, they explained the upcoming Catalan elections, to be held on the 27th of September, and answered the commissioners’ questions. “It is a very democratic process and, as everybody has noticed, with a majority of people supporting it”, stated Committee on Foreign Affairs’ member Peter Luykx. The Spanish ambassador to Belgium has already complained about the appearance, which arrives after six other parliaments across the world have shown their interest in Catalonia’s case.  

The vote abroad: a pending issue for democracy

Nearly 200,000 Catalans live abroad. The size of this community has grown exponentially in the last 6 years, due to the economic crisis and the lack of job opportunities in Spain and Catalonia, especially for youngsters with advanced degrees. Alongside the economic downturn in the south of Europe, the political debate regarding Catalonia’s fitting into Spain has accelerated and several historic occasions for testing support for independence have taken place within a short period of time, including elections and the 9th of November consultation. However, only 7% of the Catalan community living abroad voted in the last Catalan elections in 2012, which is a very poor figure. With this learning experience behind them, Catalan institutions are spreading the word to let more people know about the electoral law, its deadlines and procedures so that the same thing won’t happen again in the 27th of September’s elections.

Spain’s army won’t intervene in Catalonia “if everybody fulfils their duty”

The Spanish Defence Minister, Pedro Morenés, warned that the army won’t intervene in Catalonia during the 27-S upcoming elections as long as “everybody fulfils their duty”. Morenés said this referring to a possible unilateral declaration of independence, in the event that pro-independence forces win the Catalan elections. In an interview on Spanish National Radio (RNE) he underlined that the army “is an absolutely and perfectly democratic” institution and its members “will strictly obey the law”. The Minister also spoke in support of the application of Article 115 of the Spanish Constitution, which allows the central government to suspend Catalonia’s autonomy if the “rules aren’t adhered to”.

‘Junts Pel Sí’ roadmap guarantees “no leaps into the void”

The pro-independence unitary list ‘Junts Pel Sí’ gave details about its roadmap towards independence, which was first presented last week after a massive rally in Barcelona. The cross-party coalition brings together members of Catalan civil society and politicians from both right and left that favour independence, including Catalan President Artur Mas, who is fourth on the coalition’s candidate list. The Commissioner for National Transition, solicitor Carles Viver Pi-Sunyer, assured this Friday during the presentation that there won’t be any “leap into the void” as everything is planned “rigorously”. He also detailed the steps to follow after the 27th of September elections and, if the results show clear support for Catalan independence, the last stage would be the composition of a Catalan Constitution.

President Mas: 27-S elections are “the last resort”

The Catalan President, Artur Mas, has stated that the 27-S Catalan elections are not an “improvised event” but “the last resort” for Catalans to decide their political future. He justified the elections by saying that up until now all attempts have “crashed into the granite wall that is Spain”. At his appearance before Parliament this Wednesday, Mas admitted that calling elections hadn’t been his first choice but that it was “the only option left”. He added that the upcoming elections “are exceptional” and mentioned the pro-independence unitary list ‘Junts Pel Sí’ as an example of this. The gathering together of “so many people with different ideologies but a common purpose has no precedents” and should at least “be respected”, he said. Mas also gave explanations for the search that the Spanish Guardia Civil carried out on the headquarters of his party CDC and those of the party’s foundation CatDem.

Thousands attend rally in support of pro-independence coalition ‘Junts pel Sí’

“Catalonia is not divided and it won’t be”, said Catalan President Artur Mas during the first big event of the cross-party coalition ‘Junts pel Sí’ (Together for Yes), which brings together members of the civil society and politicians from both right and left that favour independence. In a rally attended by 40,000 people, Mas defended that ‘Junts pel Sí’ is an example of the determination of the Catalan people, which have put ideological differences aside to achieve independence from Spain. The event in Barcelona was the official presentation of the candidates of the ‘Junts pel Sí’ ticket. The cross-party coalition led by former Green MEP Raül Romeva has already achieved support from up to 57.000 citizens that have signed up as symbolic “candidates” for the 27-S election. The poll is considered by many as a ‘de facto’ referendum on independence.

The PP rejects constitutional reform to solve the Catalan situation

The Vicepresident of the Spanish Government, Soraya Sáenz de Santamaría, confirmed on Friday that the People’s Party won’t include constitutional reform in its electoral manifesto. Her words shut down a debate started by her own Minister of Justice, Rafael Catalá, who suggested that Constitutional Reform could be studied. Sáenz de Santamaría said that the PP will not present any initiative to reform the Constitution because that would require a “clear objective” and “consensus” amongst political parties. The Spanish Vicepresident also warned that no constitutional reform would ever satisfy the demands of pro-independence parties in Catalonia. “It is very difficult to satisfy someone who is not willing to be satisfied”, she warned.

Mas’ appearance before Parliament over 27-S election causes row with opposition

Opposition parties have accused the Catalan President of trying to use the chamber for “electoral purposes”, and the PPC has already rejected attending the debate. Artur Mas will address Parliament “probably” on the 2nd of September, just one week before the electoral campaign kicks off, according to the President of the Catalan Chamber, Nuria de Gispert. His aim is to explain why he called early elections for the 27th of September, which are considered by supporters of independence as a ‘de facto’ referendum on separation from Spain. Mas’ appearance before Parliament has the support of his Liberal CDC and the left-wing pro-independence ERC, but has been criticised by all the other opposition parties.

EU would negotiate with an independent Catalonia to avoid “the collapse of the euro”, says Catalan diplomat

The Secretary General of the Diplocat, Albert Royo, expects the European Union and Spain to embark on discussions about Catalonia’s independence and its membership of the EU and the Eurozone if pro-independence groups win a “democratic mandate” in the next election, to be held on the 27th of September. During a conference at the Catalan Summer University in Prada, Royo warned that “it’s in no one’s interest” for Catalonia to be expelled from the EU. The diplomat emphasised that Catalonia represents 2.1% of the European GDP, “more than Finland or Greece”, so its expulsion could potentially lead to “the collapse of the euro”.

Mas expects 27-S list solution in "just a few days"

The President of the Catalan Government, Artur Mas, expressed doubts about the latest proposals made regarding the unitary independence electoral list Wednesday. "I'm the only one who can call an election. I will not do anything", he warned, in the event that the movement is not serious enough. In an interview with 8TV, Mas questioned the absence of politicians, the idea of having two consecutive elections and also the option of not investing in a President, as outlined in the CUP proposal for a preliminary election leaving out politicians followed immediately by a constituent election. So far, Mas has emphasised that the proposal from the CUP is an "original idea, which restores unity – something to consider, but also something far from perfect". However, he said he will analyse various proposals at a summit to be convened on Friday with all stakeholders. But CUP deputy and spokesperson David Fernández said Friday that his party would not join the summit, asking for it to be postponed.

EU finds 27-S electoral list without politicians "a bit odd", UDC leader says

On Tuesday, Josep Antoni Duran i Lleida, Chairman of the Unió Democràtica de Catalunya (UDC) governing committee, said that the EU finds "a bit odd" the proposal of an electoral list without politicians for the 27-S elections. Speaking to the press from the European Parliament in Strasbourg, he said it is hard to "understand" how Catalonia will be governed."Although the post 27-S Executive's only goal will be Catalan independence, health care and education will need to be managed", he highlighted. UDC Secretary General, Ramon Espadaler, added that "UDC received the support of European Christian Democratic party leaders to run alone in the 27-S elections". In June, due to their differences on Catalonia's independence, UDC split from Artur Mas’ Convergència Democràtica de Catalunya (CDC), after running together in every election since 1978 and having forged a political "federation" between them.

Catalan National Assembly says 'Yes' to negotiations on transversal electoral list for 27-S elections

The Catalan National Assembly (ANC) has overwhelmingly voted 'yes' to the internal consultation on its participation in the negotiations aimed at shaping a highly transversal electoral proposal for the 27-S elections. On Monday, the President of the ANC, Jordi Sànchez said that in the coming days his organisation will talk with all the stakeholders involved in trying to reach the best agreement for Catalan independence, remaining open to different options. However, if a deal is not reached by 20 July, the ANC will leave the negotiation process that – according to Sànchez – will have to be completely public. In January, Mas' original proposal was to have a single list with political parties and civil society organisations but parties such as ERC rejected the idea, arguing for the need to have both right-wing and left-wing pro-independence options. In June, Mas' second proposal was to have a unitary list led by pro-independence organisations that – according to their will – could invite politicians on board.

Self-determination process needs "enthusiasm"

The President of the Catalan Government, Artur Mas, warned on Monday that the self-determination process needs "enthusiasm", defining his proposal of a shared list with civil society organisations as a "spark" to retrieve it. In an interview with TV3, the President called for "personal and corporate agendas" not to overcome the country's interests, announcing that if grassroots organisations refuse his proposal, he will run in the next elections with his party, or an "enlarged" version of it. Mas - who met on Monday with the 3 grassroots organisations that organised the pro-independence demonstrations of 2012, 2013 and 2014 - pointed out that this is his last attempt to form a shared list "after the one with the political parties failed".
