The winner of the 25^th Premi Internacional Catalunya, Gro Harlem Brundtland has explained how receiving the award with Pakistani education activist Malala Yousafzai is “special as both are fighting for women’s rights”. The former Prime Minister of Norway and ex Secretary General of the World Health Organisation also stated how it would be “very strange” if Catalonia were to leave the EU in the event of a hypothetical independence from Spain. Brundtland also encourages Catalonia to invest and establish renewable energy systems as well as gender equality quotas in both politics and business.

By the end of June, there were 873,000 people in Catalonia without work and looking for employment, according to the latest Active Population Survey (EPA). This represents 29,300 fewer individuals than 3 months ago, which is the highest unemployment reduction in the second quarter of the year since 2002. However, employment levels have only increased by 11,800 people, which means that this year Catalonia has experienced the lowest increase in job creation for this period of the year since 1998. The Catalan unemployment rate is now 23.85%, while the Spanish average is 26.6%. In the whole of Spain, the number of people unemployed decreased by 225,200, which means that the total number of unemployed people is now below the psychological landmark of 6 million individuals (5,977,500).

The Catalan Parliament has devoted a two-day plenary session to debate the youth unemployment problem and how it could be reduced. According to the latest Active Population Survey (EPA), the youth unemployment rate in Catalonia reached 52.7%. This means that 1 out of 2 youngsters between 16 and 24 years old who want to work cannot find a job. Around 151,000 youngsters are unemployed in Catalonia; 64% of them worked in the service sector and 17% have never worked. The Catalan President, Artur Mas, asked to manage the proportional share of the European Union’s funds allocated to fight youth unemployment in Spain, since the Catalan Executive holds the competences.

The President of the Spanish Congress, Jesús Posada, has set 1st August at 9am to be the date in which the Spanish Prime Minister will face congress to explain the Bárcenas corruption scandal. It will be a debate similar in which Rajoy will have unlimited time to explain himself while the opposition will have two turns to respond. No votes or motions shall be taken following the questioning. Rajoy has been under pressure from opposition parties to explain the scandal which involved illegal cash payments given to the Prime Minister and senior members of the PP from former party Treasurer Luis Bárcenas. Spanish law stipulates that it is illegal for government ministers to receive an extra salary aside from their government income.

The Spanish Prime Minister has finally declared that he will stand before the Spanish Congress to face questions over the alleged illegal financing of senior members of his People’s Party (PP). During a press conference on Monday, Rajoy announced that in late July or early August he will face questions from parliamentary groups in an attempt to resolve the ongoing Bárcenas scandal. Rajoy has been under pressure from opposition parties to explain the scandal which involved alleged illegal cash payments given to the Prime Minister and senior members of the PP from former party Treasurer Luis Bárcenas. Spanish law stipulates that it is illegal for government ministers to receive an extra salary aside from their government income.

The Spanish minister for Foreign Affairs, José Manuel García Margallo, says comments by Juan Carlos Gafo were “intolerable” and “absolutely inconsistent” with the organisation which aims to promote the Spanish image abroad. The now sacked Deputy Director said on Twitter: “F*** Catalans. They do not deserve anything at all. His words caused outcry in Catalonia, so he later apologized saying he has “nothing against Catalonia or Catalans”. He said he got “mad at hearing the Spanish national anthem booed” during the Barcelona 2013 FINA Championship.

In February, the offices of the private detective company Método 3 in Barcelona were searched by the Spanish Police, who brought to court many documents and computers in order to start a thorough investigation on political espionage in Catalonia. The case is affecting the People’s Party (PP), the Centre-Right Catalan Nationalist Coalition (CiU) and the Catalan Socialist Party (PSC). The judicial investigation is still ongoing, but much of the information – most of the time contradictory – has been leaked in the past few months. The case’s main focus is the recording of a private conversation at a Barcelona restaurant between the leader of the Catalan PP, Alícia Sánchez-Camacho, and the former girlfriend of the oldest son of the CiU’s historical leader, Jordi Pujol. Who is behind the recording is still a mystery, but some voices have pointed towards the PP, the CiU or the PSC. However, the PSC is the first one to have one of its members indicted.

The day after the judge ended his investigation and stated he believed the governing party Convergència Democràtica de Catalunya (CDC) had earned 5.1 million in an influence peddling case, the party’s leader and President of the Catalan Government, Artur Mas, talked in front of the Catalan Parliament. Mas stated that the judge’s suspicions about CDC were “not proved” and he underlined the trial had not started yet. The Catalan President said he believed in the word of the party members involved in the scandal. However, he also stated that, if at the end the suspicions are backed up with proofs, he “will be the first one to act” as the party leader. The opposition parties asked Mas for further explanations.

CDC fully denies the accusations. The judge investigating one of the major corruption scandals in Catalonia, the so-called ‘Palau’ case, has finished the four-year investigation and now the trial can start. The judge accuses Convergència Democràtica de Catalunya (CDC) – the Liberal party within the governing Centre-Right Catalan Nationalist Coalition CiU – of having illicitly received €5.1 million from the construction company Ferrovial through donations made to Barcelona’s Palau de la Música concert hall. The judge believes the money was allegedly given in exchange for the allocation of public work contracts. The former treasurer of CDC and a former Catalan MP, as well as two managers of Ferrovial are accused. In addition, the judge will also bring to trial the main managers of the Palau de la Música, Fèlix Millet and Jordi Montull. Millet and Montull are also accused of having stolen €26 million from the cultural organisation.

The Constitutional Court rejected the allegations presented by the Catalan Parliament against the decision to temporarily suspend the Declaration of Sovereignty. This text was approved in January by two thirds of the Catalan Parliament and it stated that the people of Catalonia are sovereign to decide on their collective future. The Spanish Government took the Declaration to the Constitutional Court, which accepted the appeal and temporarily suspended the text until it reached a final decision – which might take years. The Catalan President stated he was counting on the Court’s decision to maintain the suspension and he emphasised that Catalonia’s self-determination process keeps moving forward. The majority of Catalan parties accused the Constitutional Court of being politicised while Spanish nationalist parties celebrated the decision.

The Catalan Executive has published the liquidation of Spain’s fiscal redistribution scheme of 2011. That year, Catalonia was the 3rd Autonomous Community paying the most taxes per citizen in Spain, with a 119.1% rate if the average were 100%. However, after the Spanish Government’s redistribution of money through services and investments, Catalonia was the 10th territory in spending per capita, with a 99.4% rate, below the average. In 2011, Catalonia received €16.91 billion, 3% less than in 2010. The region of Madrid was the Autonomous Community paying the most, since Spanish Government bodies and many multinational companies are based there. It was followed by the Balearic Islands, which received 12.3 million tourists while its population is just 1.1 million.

On Tuesday, the Spanish Finance Minister, Cristóbal Montoro, stated before the Senate that the Spanish Government “was financing the services” the Catalan Executive provides. In an angry and agitated tone, Montoro concluded the intervention shouting “Do you understand?! Don’t you understand?!” to the Catalan Senator who had asked him about the recentralisation of power. The President of the Catalan Government, Artur Mas, answered the Spanish Finance Minister in a calm but angry tone: “the Catalan Executive finances public services thanks to the effort Catalan citizens make each day by producing, working and paying taxes. And from all the taxes paid by Catalan citizens, a large amount, as much as €16 billion leaves Catalonia and never comes back [after the Spanish Government’s redistribution]. Who the heck is funding whom? It’s Catalonia that funds the Spanish State from many points of view”.

The Catalan Executive announced the creation of a website showing the support of social organisations, NGOs and private companies for its policies, named the “file of endorsements”. The Catalan Government’s official aim was to foster participation as well as gather endorsement for its policies. The idea was heavily criticised by some opposition parties and some Madrid-based media. They considered the website to be an anti-democratic measure. According to them, it would split society into two sides: those backing the Government and “being good Catalans” and those going against it and being “bad Catalans”. The Catalan Executive admitted that it was quite shocked with the controversy, since other governments in Spain have published similar lists of supporters. However, it announced that it will totally modify the project.

On Friday, the Spanish Government approved a proposal of law strengthening market unity, officially aiming to simplify the bureaucratic and legal framework in which companies operate. However, the Catalan Executive fears Madrid’s reform does not really aim to boost the economy and help companies, but to recentralise power. Barcelona thinks that the new proposal “radically modifies” the current distribution of competences on economic regulation and it aims to recentralise power. The Catalan Government hopes that the definitive law will be significantly changed in relation to the current proposal, as otherwise Barcelona will totally oppose the initiative. Catalonia is critical of the current proposal and accuses it of “homogenising the Autonomous Communities”.

On Thursday, the Parliament of Catalonia set up the parliamentary committee for the right to self-determination with the support of all parties except the Spanish nationalists People’s Party – which runs the Spanish Government – and the anti-Catalan nationalism Ciutadans. 80% of MPs support the creation of this commission, which will study legal ways to organise a self-determination vote in Catalonia. The Speaker of the Catalan Parliament, Núria de Gispert, will chair the committee due to its importance. De Gispert has guaranteed she will play the “neutral” role of “moderator”. On the same day, the youth of the parties supporting the creation of this committee signed a manifesto backing up Catalonia’s right to self-determination.
