Spanish VP: talks 'deadlocked' as Catalan govt rejected proposal

<p>Spanish vice president Carmen Calvo has said that "we wanted to move forward quickly [with dialogue] in this term but for now the situation is deadlocked because [the Catalan government] has not accepted our proposal."
